Description
This is a Sources Sought Notice to determine small business sources capable of providing Equine Assisted Psychotherapy (EAP) sessions for veterans and veteran family members per this notice under NAICS 624120 (Services for the Elderly and Persons with Disabilities). Small business size standard is $12 million. Product Service Code (PSC) is G099 (Social Other). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.  This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Sioux Falls, SD, is not at this time seeking offers, and will not accept unsolicited offers.  Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.  Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing Equine Assisted Psychotherapy (EAP) services for the Sioux Falls Vet Center. DESCRIPTION OF SERVICE: The Sioux Falls Vet Venter requires Equine Assisted Psychotherapy (EAP) sessions. Services shall be provided to veterans and their family members. Sessions shall include equine assisted therapy (EAP), adaptive riding and equine facilitated learning. Contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage. PLACES OF PERFORMANCE: Services will be provided at Contractor s therapeutic riding facility, which must be within 50 miles of the Sioux Falls Vet Center (3200 West 49th Street, Sioux Falls, SD 57106). The riding facility must be compliant with the Americans with Disabilities Act. Services will be provided between the hours of 8:00am to 5:00pm Central Time, excluding federal holidays. POTENTIAL SCOPE OF WORK: Contractor shall provide equine services that include equine assisted psychotherapy, adaptive riding, and equine facilitated learning for VA veterans/families (Participants) in individual and group sessions. The Participants will be identified by the VA. All equine assisted psychotherapy sessions will be provided in one of 2 formats specified by the VA: Session provided strictly by the contractor by a licensed therapist with equine certification OR Session provided jointly by the contractor with an equine specialist and therapist provided by the Vet Center. Adaptive riding services will be provided by the contractor. Each session must accommodate up to ten (10) Participants. The VATR will inform the Contractor how many Participants will participate in a session at least two (2) weeks prior to the session. Contractor shall be experienced and certified to provide equine assisted psychotherapy. Contractor shall be experienced in providing Adaptive Riding and have an Occupational Therapist on staff to provide consultation and assist with any specific needs. Qualifications, including copies of certifications, shall be provided to the VATR upon request. Contractor shall provide veterans with orientation and information about equine therapy and benefits to Participants. Specific session dates and times shall be determined by the VATR in coordination with the Contractor. Sessions shall take place at the Contractor s therapeutic riding facility. Facility must include a heated, indoor arena to provide sessions year-round. Contractor shall meet or speak with the Sioux Falls Vet Center director after each session to provide updates and discuss the session. It is preferred that the instructor have prior experience in dealing with veterans, as well as veterans and/or civilians with post-traumatic stress disorder or sexual trauma. The provider will collaborate with the VA Counselor to provide appropriate clinical services. POTENTIAL CERTIFICATIONS AND LICENSURE: In the performance of the tasks associated with this contract, the Contractor shall maintain a current Equine Assisted Psychotherapy certification and provide a copy of such certificate to the VA upon request.
