- Description
- The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG) Division D, APG, MD 21005, on behalf of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) intends to award a Firm Fixed Price (FFP) type contract on a sole source basis to PRICE Systems, LLC, 17000 Commerce Parkway, Suite A, Mount Laurel, NJ, 08054, CAGE Code: 48110 for renewal of the TruePlanning� Software License, associated technical training and support. Under the contemplated contract, PRICE Systems, LLC shall provide software licenses for the TruePlanning� cost estimating tool software upgrades, software maintenance, software enhancements and continuous software support.� The contractor shall also provide Army cost community training, mentoring, and implementation; as well as custom programs developed specifically for the Army, access to PRICE research products (models) and PRICE client-only website, and consultation and customer support services. The anticipated period of performance shall be for one (1) 12-month base period and four (4) 12-month option periods. The Government intends to negotiate on a sole source bases with PRICE Systems, LLC under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
