- Description
- The Commodity Futures Trading Commission (""CFTC"") intends to negotiate and award a sole-source contract for the procurement of the �MyStandards and Readiness Portal� and associated training services from the SWIFT company. The Government intends to procure this requirement under FAR 13.106-1(b)(1) � only one source is reasonably available.� CFTC intends to award a purchase order with one base year, and four option years, for a total period of performance of five (5) years. SWIFT�s MyStandards is a collaborative web platform used to manage standards definitions and industry usage, allowing banks, market infrastructures, and market practice groups to create, publish and share their message specifications and usage guidelines. The Readiness Portal provides customer-facing standards testing capabilities. The CFTC requires the ability to create, manage and publish CFTC-specific messages under International Standards Organization (ISO) 2002, as follows: Ability to browse all ISO base messages, including version comparisons across multiple publishing organizations, and export the results of the comparison into Excel for further analysis. Ability to create, maintain and publish usage guidelines based on ISO base messages, including a commenting feature that allows users to comment on the usage guidelines. Ability to generate and download documentation, including XML schemas (XSD files) and spreadsheets. Ability to create a custom portal for testing messages with customers, including sample messages tested against the usage guidelines that generates error reports. The �MyStandards and Readiness Portal� is the only software or platform that can meet all requirements above, and CFTC knows of no alternative source that can provide meet the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, May 12, 2021. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about May 30, 2021. The Government will not be responsible for any costs of preparation in response to this announcement.
