Description
The General Services Administration (GSA), Federal Acquisition Services - Region 7, intends to issue a solicitation for the installation of navigational aids (NAVAIDS) at Prince Sultan Air Base (PSAB), Saudi Arabia for the United States Air Force Central Command (USAFCENT) and Air Force Flight Standards Agency (AFFSA).� � Due to the planned expansion of combat air operations at PSAB, it will experience significant increased use by US and Coalition aircraft requiring effective and reliable NAVAID systems.� Currently, PSAB has (3ea) Instrument Landing Systems w/ Distance Measuring Equipment (ILS/DME) as well as a Very High Frequency Omni-directional Range Tactical Navigation (VORTAC) in place.� The systems are deteriorating and no longer economically supportable.� It is AFCENT�s intention to replace these systems with modern equivalents as well as add an additional ILS/DME system.� Installation of one new system (CLIN 0001) will be fully funded. Installation of remaining systems (CLINs 0002-0005) will be optional. Optional CLINs will be initiated if/when funding is available.� Conversely, changes in mission requirements or absence of available funds could negate some or all optional CLINs. CLIN 0001: Replace current ILS/DME for runway 35R (fully funded) CLIN 0002: Install ILS/DME for runway 17R (optional) CLIN 0003: Replace current ILS/DME for runway 17L (optional) CLIN 0004: Replace current ILS/DME for runway 35L (optional) CLIN 0005: Replace current VORTAC (optional) Travel will be included as a SubCLIN under CLINs 0001-0005. AFCENT requires Selex specific systems to meet requirements outlined in this acquisition.� The brand name justification will be posted with the solicitation in accordance with Federal Acquisition Regulation (FAR) 5.102(a)(6). This effort will require the Contractor to perform tasks at both Contractor and Government facilities at both CONUS and OCONUS locations. The period of performance (PoP) for this requirement is twenty-four (24) months. If optional CLINs are exercised, the POP remains twenty-four (24) months.�� This information in this announcement serves as the synopsis of the proposed contract action. Solicitation number is 47QFWA21R0006 (ID07210011).� This is a non-personal, commercial services requirement. Performance is expected to begin upon contract award, which is estimated as August 16, 2021. Actual performance start and end dates will be specified on the contract line item structure at time of award. The applicable NAICS is 541330 Engineering Services.� To be eligible for award, an offeror shall have this NAICS on their sam.gov registration.� The size standard associated with NAICS 541330 is $16.5M, which means that a company, including its affiliates, would be considered a �small business� if their average annual receipts do not exceed $16.5M. The Product Service Code is R425. This is a hybrid Firm Fixed Price (FFP)/Time & Materials (T&M) requirement. This requirement is being competed with a brand name justification on an unrestricted basis and will be evaluated under a best value tradeoff process.� The Request for Proposal (RFP) is tentatively scheduled to be released on or about May 24, 2021 and will remain open for at least 30 days. All interested offerors must submit and upload proposals to GSA�s web-based order processing system (ASSIST) before the RFP closing date/time to be considered for award. Interested offerors must register in ASSIST under �open market�.� The ASSIST Help Desk number is 1-877-472-4877.� ASSIST webpage is https://portal.fas.gsa.gov/public/login. �Please note that ASSIST will not be available from approximately 3:00PM Eastern Time on Thursday, May 13 through the morning of Thursday, May 20.� To submit a proposal for consideration after registration in ASSIST, an interested offeror must send GSA an email identifying (1) offeror�s name, and (2) the name of an individual employee that is �registered in ASSIST� and who will act as the offeror�s GSA point of contact (POC) for this requirement. AN OFFEROR MUST IDENTIFY THE COMPANY NAME AND THE POC�S NAME EXACTLY AS IT APPEARS IN ASSIST. �Registered in ASSIST� or �Registration in ASSIST� means an offeror is successfully registered in ASSIST such that the Government can select the offeror�s designated POC in ASSIST to receive the RFP and submit a proposal. Some offerors have multiple company divisions and employees registered in ASSIST making it difficult for GSA selection. Therefore, to ensure that all interested offerors have successfully registered in ASSIST and are able to submit a proposal, submission of the above ASSIST offeror information (offeror�s name and POC) is required five (5) business days prior to the RFP closing date. An email must be sent to erin.quinn-neuendorf@gsa.gov. The Government reserves the right to cancel this solicitation, either before or after the closing date, and there shall be no legal liability on the part of the Government, to include liability for contractor's proposal costs. �
