- THIS IS NOT A REQUEST FOR PROPOSAL (RFP) - AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. THIS IS A SYNOPSIS/PRE-SOLICITATION NOTICE FOR NON-COMMERCIAL SERVICES AS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 5.207, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. Naval Surface Warfare Center, Carderock (Dania Beach Detachment) (NSWCC) intends to issue request for proposal (RFP) N00167-21-R-0008 on a full and open basis for a five year requirement for ongoing Research, Development, Test and Evaluation support services for the South Florida Ocean Measurement Facility (SMFOF) in Dania Beach, Florida.� These services shall include: program management; vessel support services, to include the provision of necessary seacraft; diving services; weight handling services; machining services; aircraft services and other general services as required, to include, on and off shore support services.� In addition, any offeror shall be able to provide material components as necessary in accordance with the Government Statement of Work (SOW).� The resulting contract will be issued with a single base year period of performance and four twelve (12) month option periods to be exercised at the Government�s sole discretion.� Additionally, the Government intends to include surge option CLINs to accommodate unexpected increases in support requirements as they arise.� The inclusion of these surge CLINs is not intended to increase the total cost of the contract or extend the period of performance beyond the anticipated five year scope, but to accommodate natural uncertainties in the timing of at-sea maintenance requirements.� The Government intends that this procurement will be made under the provisions and clauses relevant to FAR part 15.� Based upon an examination of the requirement, the Government does not believe that this procurement can be made under FAR part 12, the Acquisition of Commercial Items, in relation to this requirement.� The Government�s acquisition strategy includes both Cost-plus fixed-fee and cost only CLINS. Additionally, the Government anticipates utilizing trade-off source selection procedures to obtain best value. The relevant NAICs code for this procurement is 541990, All Other Professional, Scientific, and Technical Services. The associated size standard is $16.5M. The �PSC codes utilized will be R499 and W099.� The total dollar value is anticipated at roughly $30M, though the final award amount will be determined based on offers received in response to the formal solicitation.� NSWCCD anticipates that the final RFP for N00167-21-R-0008�will be released in the middle of July 2021.� The Contracting Specialist for this procurement is Charles Renno, who can be reached at Charles.renno@navy.mil.� The Procuring Contracting Officer (PCO) for this procurement will be Carlos Triay, carlos.triay@navy.mil.� Please note that is a notification only.
