Description
The USDA Forest Service intends to issue a Request for Proposals (RFP) for the following: Description of Work This project consists of preparing the asphalt surface and placing a single course chip seal on sections of National Forest System Roads 52 and 53, also known as the Blue Mountain Scenic Byway.� There are Base and Optional Work Items in this contract.� The Base Items consist of selectively preparing multiple sections of Road 52 from North Fork John Day Camp Ground to Umatilla County Road 1475.� Existing asphalt surface to be prepared, where areas of distress have occurred, is a combination of BST, asphalt patching, and thin asphalt overlay with an average thickness of 1�-2�, although there are some thicker spots along the route.� After preparing approximately 5 miles of road (locations to be staked on the ground by the FS), a chip-seal using CRS-2P oil and 1/2� Chip Rock (commercial source) would be placed over the entire 33.46 mile section. Optional work items include similar work on a 22.05 mile section of NFSR 53 between junction of Highway 244 and Highway 395 to the junction of NFSR 53 and NSFR 21.� For the optional items, road surface will be prepared and covered with the same chip seal as the Base Work Items and will include permanent striping. The location and quantities of the optional work items will vary dependent on the availability of funding.� These locations will be marked on the ground by the Forest Service prior to commencement of work in the area. Staging areas for chip rock, to be established at 5 mile intervals, along the routes prior to award. Temporary traffic control utilizing flaggers and pilot car operations shall be required. Location This project is located approximately 50 miles west of Baker City, Oregon.� To reach the location of the Base Items of Work, travel southwest on Hwy 7 from Baker City, OR to Sumpter, OR and follow NSFR 73 north to North Fork John Day Campground where the project begins T 7 S, R 36 E, SEC. 34. The project ends 5 miles east of Ukiah, OR at the beginning of Umatilla County Road 1475, T 6 S, R 32 E, SEC. 6. The Optional Items of Work is located from the junction of Hwy 395 and Hwy 244 on NFRS 53, T 5 S, R 31 E, SEC. 15.� From the junction, continue 22.05 miles on Road 53 to the junction with NFSR 21, T 5 S, R 28 E, SEC. 4.� The anticipated start work date is July 2021 and work completed by October 2021. In accordance to FAR 36.204, the Government�s estimated magnitude of this project (Base and Optional Items) is between $1,000,000 and $5,000,000. The solicitation will be available for download exclusively via https://beta.sam.gov on or about 05/20/2021. Paper copies of the solicitation will not be issued. NOTE:� prospective awardee shall be registered and active in the System for Award Management (SAM) data base when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of a contract resulting from this solicitation. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
