- 1.0 PROJECT: To provide Quarterly/Semi-Annual Maintenance and Inspection to Four Tray washers. Provide repairs and emergency repairs when needed. 2.0 LOCATIONS: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Moore Air Base Building 6418, 22675 N. Moorefield Road, Edinburg Texas 78541 and 4949 E. Grimes Road, Suite 103, Harlingen TX, 78522 3.0 PROJECT BACKGROUND: Currently the USDA owns and operates 4 tray washers utilized in the rearing process of Mexican Fruit Flies at two locations listed above the intent is to provide inspection and service to the units on a quarterly/semi-annual basis. 4.0 PROJECT CONTACT PERSONS: ����������� 4.1 ����� PPQ Facility Manager: ���� ������ � ����������� USDA, APHIS, PPQ ����������������������� Moore Air Base ����������������������� 22675 North Moore Field ����������������������� Building 6407 ����������������������� Edinburg, TX� 78541 ����������������������� 4.2 Program Support Specialist � ����������������������� ����������������������� USDA, APHIS, PPQ FO ����������������������� 22675 North Moore Field ����������������������� Building 6407 ����������������������� Edinburg, TX� 78541 ����������������������� 5.0 PROJECT SCOPE: Provide all labor, material and equipment necessary to conduct quarterly/semi-annual inspections and repairs as necessary when needed on four (4) tray washers. The work shall include the following processes. This is for a base year and five option years 5.0.1: The entire machine should be wiped down with an industrial stainless-steel cleaner. 5.0.2: The interior of the machine shall be de-limed. 5.0.3: Remove and replace the strainer screens on the water and steam lines. 5.0.4: Disassemble, inspect and clean the solenoid valve. 5.0.5: Disassemble, inspect and clean/replace the line strainer. 5.0.6: Disassemble, inspect and clean the pump. 5.0.7: Check for leaks, worn parts, and doors properly seating, clean spray pipes and nozzles, inspect the float(s) adjust if required. Adjust the chains, conveyer belts, lubricate as required. 5.0.8: Check operating temperatures, run cleaning cycle to verify that tray washer is operating per manufactures installation instructions. 5.0.9: Inspect, operate and verify that all safety interlocks are operational. 5.0.10: The four tray washers are as follows: Moore Air Base Building 6417 Diet Tray Washer Insinger Trac,321-2 RPW (Semi-Annual) Moore Air Base Building 6418 Diet Tray Washer, Insinger TRAC 321-2 RPW (Quarterly) Moore Air Base Building 6418 Screen Washer Warrior # M2 (Quarterly) Harlingen Suite 301 Screen Washer screen Washer #M2 (Quarterly) 5.0.11: The quarterly Services shall be around the 15th of each Month in January, April, July, and October. The semi-annual shall occur in January and July. 6.1: REPAIRS AND EMERGENCY REPAIRS: The contractor shall be available for repairs and emergency repairs based on a 7-day a week 365-days a year operation. The contractor shall have a 24-hour response for normal repair calls and a 4-hour response time for emergency calls. Task orders will be issued for each effort and will be handled independently for invoicing and closeout. Orders may be issued on a time and material or firm fixed price basis 6.2 GENERAL CONTRACT CONDITIONS: The contractor is responsible for all materials, labor and parts required to perform the quarterly/ semi-annual inspections. 4.3.1 The contractor shall provide proper personal protection equipment to all employees to be worn at all times. 4.3.2 Task orders will be issued for each repair and emergency repair effort and will be issued independently for invoicing and closeout. The quarterly/ semi-annual inspection will be issued on an annual task order.� Orders for repairs and emergency repairs may be issued on a time and materials or a firm fixed price basis as approximately 4.3.3 All service, repairs and adjustments shall follow the manufacturer�s guidelines and all parts shall be original specified parts, all alternate parts or materials shall first be approved by the USDA prior to installation. All service and repairs must be conducted in accordance with the manufacturer guidelines and recommendations. The contractor that performs this requirement must be able to service and provide the manufacturer parts for both brands of equipment, Warrior and Insigner. All parts shall be original specified parts, all alternate parts or materials shall first be approved by the USDA prior to installation. The contractor services cannot disrupt the ongoing activities at the facility. This is not a request for quote or proposal, and the Government acknowledges that responses to this sources sought are not a binding offer. The information obtained will assist in our market research efforts and help the government in determining if there are any local small-business concerns capable of performing this requirement. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. The purpose of this sources sought is solely to obtain information and sources for our future solicitation processes. In response to this sources sought please submit the following information: 1) company name 2) A brief Statement of Capability (no more than three pages) which demonstrates your company's ability to meet the specialized work requirements above. 3) Business size 4) DUNS number 5) Include any past performance information on contracts of similar size and scope, and indicate the degree of work self-performed. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
