SOURCE SOUGHT NOTICE- Fischer House Preventive Maintenance and Inspection of HVAC Systems This is a Sources Sought Notice; it is not a Request for Quote or Proposal. The Washington D.C VA Medical Center Service area is seeking sources to perform Preventive Maintenance and Quarterly Inspections on the following HVAC systems Equipment Inventory: ID # Equip. Description Manufacture Model No. AC1 Condensing unit Carrier 38AUZA12A0G5A AHU1 Air Handling unit Carrier 40RUAA162A6A0A0 AC2 Condensing unit Carrier 38AUZA12A0A5A0A0A0 AHU2 Air Handling unit Carrier 40RUAA12A2A6A0 AC3 Condensing unit Carrier 38AUZB16A0A5A0AO AHU3 Air Handling unit Carrier 40RUAA12A2A6A0 Boiler1 Gas Boiler RBI DB600 Interested contractors should respond to this notice via email to Trever.Turcotte@va.gov or Bradley.Davis3@va. gov using the subject Fischer House Preventive Maintenance and Inspection of HVAC Systems by May 10th, 2021, 2:00 pm EST, and provide:  DUNS number. VIP verification standing, if any. GSA contract number, if applicable. Please limit response to 5 pages The anticipated date of a solicitation is May 11th, 2021, with an expected period of performance starting June 1st, 2021 to May 31st, 2022, using NAICS CODE 238220, Facilities Support Services, size $16.5 million. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought Notice. All future proposed submissions and solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independently of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought Notice. Potential Sources shall provide their Capability Statement and it must be clear, concise, and complete. Scope of Work: The vendor will provide all necessary labor, materials, necessary to perform the Preventive maintenance and quarterly inspections on the reference equipment. Carrier Equipment: Perform maintenance on one unit at a time to ensure cooling redundancy is not lost. Check systems for proper operation. Record inlet and outlet coolant temperatures. Record coolant pressure. Check for proper voltage and amperage draw on blower motors and compressors. Check the reheat / heat system gas and electric. (If Applicable) Check heating controls and safeties. (If Applicable) Shutdown unit in a safe and approved manner. Verify condensate pump is operating properly. Verify humidifier is operating properly. (If Applicable) Replace filters as required Quarterly.(MERV 10) Check coils for obstruction and dirt. Clean if required. Check all drive belts for tension and wear and adjust or change annually. (If Applicable) Clean strainers if applicable. Check electrical connections (tighten as necessary), contact and fuses. Check condensate drains and pans. Check refrigerant charge and leak test as necessary. Check oil level in compressors. (If Applicable) Check and flush humidifiers, as required. (If Applicable) Lubricate motor bearings, as required. Restart unit in a safe and approved manner. CONDENSERS, DRY COOLER & PUMP PACKAGE Verify units are operating properly. Record inlet and outlet coolant temperatures. Record coolant pressure. Inspect unit fans, fins, and coils. Verify coil surfaces are free of debris and cleaned Annually Verify fans/grills are free of debris. Verify fan & pump motors are securely mounted. Verify fan & pump motor bearings are in good condition. Visually inspect all piping for evidence of leaks. Clean strainers and coils if required. Lubricate motor bearings, as required. Lubricate fan bearings, as required. Sample coolant mixtures to ensure sufficient glycol to prevent freeze-up, if applicable. RBI Boiler Maintenance Test all boiler operational and safety controls and confirm they operate properly Clean and test the flame safety controls. Measure and record temperatures and pressures. Inspect the safety relief valves for any leakage. Perform an operational test. Inspect the combustion air dampers for proper operation as applicable. Lubricate them as required. Inspect the stack, breaching and barometric dampers. Report any deficiencies noted to the POC. Perform combustion analyses and provide a report to the POC. Perform burner adjustment(s) for maximum efficiency based on the combustion analysis results. The activities performed during these inspections include the following: The overall condition of the boilers will be inspected, and any abnormal conditions will be reported to the POC. The boilers will be inspected for water leakage. The operational and safety controls will be tested to confirm their proper operation. The boilers operational conditions (including temperatures, pressures, etc.) will be inspected and recorded. There is no other information available at this time. Responses to this notice may be used in determining an appropriate set-aside. Thank you for your interest.
