- The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Expert Systems USA, 908 King Street, Suite 201, Alexandria, VA 22314 for the following products and services: Cogito Software The North American Industry Classification System (NAICS) is 511210 with a business size standard of 38.5 million dollars.� A quote is being requested under solicitation no. DJF-21-0100-PR-0001910.� This will be a fixed price contract.� Based on the FBI market research, it has been determined that Expert System is the source to meet the FBI requirement and sole proprietor owner and only company to provide certified maintenance required to maintain compatibility of the Cognito software that is used to support the Bureau�s N-DEx systems Due to this proprietary nature of the Cogito software solution and its capability Expert Systems provides entity extraction capability to the N-DEx program.�� It allows for entities such as persons, organizations, vehicles, phone numbers, etc., to be identified from unstructured paragraphs and narrative text data submitted by Law Enforcement Agencies (LEAs).�� The Expert Systems software is able to extract the entities identified from the unstructured text and output them into a structured format.�� Providing this structure allows Cogito to populate various search solutions used for both keyword and targeted search capabilities.� The proposed contract action is for Cogito Software renewal for which the Government intends to solicit and negotiate with only one source under the authority of 41, usc 3304.� This notice is not a request for competitive proposals.� Interested parties may identify their interest and capabilities by submitting a proposal to include technical qualifications and experience/pricing and any other information to Jim Truong via email�jatruong@fbi.gov.� Harriett Williams will be the Contracting Officer for the entire solicitation.� The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (JUN 2020):� FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jan 2021).� Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications � Commercial Item (FEB 2021).� The full text of clauses can be obtained at Web Site�http://www.arnet.gov/far.� A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
