Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Global Monitoring Laboratory (GML), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with American Ecotech, L.C., to purchase a nephelometer instrument for the Boulder, CO office. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that American Ecotech, L.C is the only instrument that will suit the Governments needs for the measurement of aerosol light absorption in a Mobile Observatory setting. The Aurora 3000 Integrating Nephelometer from American Ecotech measures aerosol light scattering at three visible wavelengths (450, 525, and 635 nm) and over two ranges of angular integration (9-170� and 90-170�). It outputs data at 1-second resolution and allows for automated zero air and span gas measurements at user-defined intervals. It can run autonomously and unattended for long periods (weeks to months) and can be controlled remotely by our GML software package. This instrument was developed and brought to market as a replacement for the TSI Model 3563 Integrating Nephelometer, which were produced since the mid-1990�s and went out of production in 2016. The specifications, wavelengths, and angular ranges are very similar between the two instruments. The aerosol light scattering measurements currently made in the NOAA Federated Aerosol Network are overwhelmingly made with one of these two instruments. Our own laboratory studies, as well as those of international workshops, have shown that the measurements produced by these two instruments are quite comparable (see, for example, M�ller et al., Atmos. Meas. Tech., 4, 1291�1303, https://doi.org/10.5194/amt-4-1291-2011, 2011). For long-term monitoring of the atmosphere, consistency in instruments and measurements is essential for accurate determination of trends and variabilities of atmospheric constituents. The NOAA CLAP instruments (in all, 38 of them in use across the NFAN) were designed and fabricated in GML to operate at wavelengths close to those in the TSI and Ecotech nephelometers. Light scattering and absorption measurements made at similar wavelengths are necessary to sufficiently minimize the uncertainty in measured aerosol optical properties so they can be used in climate models. The Aurora 3000 Integrating Nephelometer is an instrument that we have running at many of our NFAN stations, and many more of them are in use around the world in similar monitoring applications. This means the nephelometer data collected in our new Mobile Observatory will be directly comparable to that collected at these other stations, and we won�t have the concern of how different types of instruments, each requiring different corrections, affect the comparisons. We also have experience ingesting the Aurora 3000 data stream into our custom NFAN data acquisition and control system, so new software packages will not have to be written to acquire, process, edit, and archive the data and to remotely control the instrument. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
