- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Department of Energy, Western Area Power Administration (WAPA), intends to award a sole source contract under the authority of FAR 13.106-1(b) (1), to GE Renewables Grid, LLC., 19015 North Creek Parkway, Suite 300, Bothell, WA 98011, in order to provide maintenance for the E-Terra Energy Management Platform software application suite.� All of the services provided must be compliant with industry regulation, standards and mission critical systems. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
