Description
The National Institute for Occupational Safety and Health intends to award a sole source firm fixed price purchase order to the Public Health Institute (PHI) to track COVID-19 WC cases for a two-year period (January 2020 to 2022) and provide summaries on detailed diagnoses, treatments, impairment, disability, cost, and mortality by employer factors (industry, size, geographic location) and worker factors (occupation, age, gender, tenure).� The study includes a focus on essential and public-facing workers (healthcare, public safety, retail industries). This also includes workers who may have vulnerabilities due to age, underlying conditions, socioeconomic disparity, and precarious employment. The analyses will also evaluate WC cases involving serious adverse reactions to vaccines if present. The Division of Workers Compensation (DWC) is the sole source of workers� compensation insurance claims data analyses for all carrier-insured and self-insured employers in the State of CA. CA Department of Public Health (CDPH) has entered a data sharing agreement with DWC for purposes of this agreement. Only the CDPH-DWC partnership has the necessary data and the technical understanding of their database to provide the required WC data. The PHI will be handling contract administration for this partnership. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
