Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a project that is located at 304 Power Plant Road, Dilliner, PA 15327-9603. This project will consist of (2) roof replacements to the operations and service building roofing systems at the Point Marion Lock and Dam. The overview of the project will consist of personnel that will designate a laydown area next to the worksite which can be used to store materials. All debris to include existing roofing materials must be removed from the lock walls daily. Both buildings have existing lightning protection systems. The site of the work may be reached from state and local roads and streets. �The general description of the work pertains to the following building: Service Building The roof was installed prior to 1994. There are areas where the roof has been patched and resealed. The current 0.060 inch rubber membrane roof shall be replaced with a fully adhered 0.090 inch EPDM sheeting roof system, including tapered insulation, fascia, ventilation, and drain caps with inserts. The Service Building roof consists of three (3) rectangular shapes,. Each rectangle has a 4 inch wide flanged roof drain in the approximate middle of the rectangle. The two (2) Downstream Roof sections, together, are approximately 32 feet by 65.3 feet, or 2089.6 square feet. The Upstream Roof section is approximately 22 feet by 38.7 feet, or 851.4 square feet. The entire roof is approximately 2941 square feet. The deck is 1.5 inch galvanized metal. The insulation shall be tapered rigid board insulation laid with staggered joints.� The roof shall be sloped 1/2 inch per foot toward the roof drains to ensure proper drainage.� Provide crickets as needed to meet slope requirements. The roof is edged with prefinished 0.050 inch aluminum fascia.� The existing roof shall be removed and disposed of.� This shall be replaced in kind.� Replace the drains and install new roof drain covers.� The interior drains lines will be partially replaced from the roof down one (1) foot. The Operations Building roof consists of two (2) rectangular shapes making up the Upper Roof. Each rectangle has a 4 inch wide flanged roof drain in the approximate middle of the rectangle. The Downstream Upper Roof is approximately 26.67 feet by 46 feet, or 1227 square feet. The Upstream Upper Roof is approximately 33.3 feet by 39.33 feet, or 1309.7 square feet. The entire roof is approximately 2536.7 square feet. The metal deck is 1.5 inch galvanized metal. The insulation shall be tapered rigid board insulation laid with staggered joints.� The roof shall be sloped 1/2 inch per foot toward the roof drains to ensure proper drainage.� Provide crickets as needed to meet slope requirements.� The edge of the roof is edged with prefinished 0.050 inch aluminum fascia.� The existing roof shall be removed and disposed of.� This shall be replaced in kind.� Replace the drains and install new roof drain covers.� The interior drains lines will be partially replaced from the roof down one (1) foot. The contractor shall complete all work before 15 November 2021. Work shall begin within 10 calendar days after the contractor receives the Notice to Proceed (NTP). The NAICS for this acquisition is 238160 �Roofing Contractors,� and the small business size standard is $16.5 Million. This requirement is a 100% Set-Aside for Small Business. Any resultant contract shall be Firm-Fixed Price (FFP) and one award is anticipated. The estimated price range for this project is between $100,000 and $250,000. This is a Request for Quote (RFQ). Please see the Attachments to this project including the solicitation and the five (5) attachments. All responsible quoters must be registered and have an active account in the System for Award Management (SAM) PRIOR to the time quotes are due. Representations and Certifications in SAM are to be complete and accurate prior to receiving a contract award. Registration is free at www.sam.gov.
