The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� Since 2002, INL�s Afghanistan/Pakistan Program Office (INL/AP) through its in-country presence at U.S. Embassy Islamabad � INL/Pakistan (INL/P) � and U.S. Consulate Karachi have managed several programs to build the capacity of the Government of Pakistan�s (GOP) law enforcement and border security personnel through training, mentoring, equipping, and infrastructure assistance. �To date, these programs have built useful relationships and positive results across the country. �Law enforcement personnel in Pakistan routinely face improvised explosive device bombings, assassinations, kidnappings, and other terrorism-related contingencies, in addition to standard criminality. �Following the deterioration in security in Pakistan�s northwest region in 2009, INL/P quickly and substantially enhanced its law enforcement effort in Pakistan, beginning with an effort to build the capacities of the Khyber Pakhtunkhwa (KP) Police through technical support, training, equipping, and infrastructure assistance. �Since then, the Police Assistance Program (PAP) has expanded to include police from the remaining provinces (including the Sindh Police), levies in the Federally Administered Tribal Areas and Balochistan, and other federal law enforcement entities. � The purpose of the Police Advisor (PA) will be to serve as an in-country advisor �� �responsible for implementing INL/P�s civilian law enforcement assistance efforts. �The PA will work within Embassy Islamabad under the direct supervision of �the INL Director or his/her designee. �The PA will provide subject matter expertise to INL and Embassy Islamabad on law enforcement matters, coordinating efforts as they relate to mission objectives, the size and structure of the international police presence, USG roles and responsibilities for civilian policing, developing Pakistani law enforcement capacities and institutions, USG police assistance, and training plans. The PA will assist in the implementation of INL�s civilian law enforcement program, deliver training and mentoring to Pakistani law enforcement officials as required, carry out security and logistical planning, oversee procurements and delivery of commodities, and maintain relationships and coordinate with relevant Pakistani police officials. �This includes, but is not limited to, coordination with Pakistani authorities, management and delivery of police training courses, curriculum development, monitoring of training center and police station construction, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. � DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL/AP Washington Staff and the INL Pakistan director or his/her designee, the Police Advisor will perform the following duties: 1.�� �Program Management and Implementation ��� �Manages and implements law enforcement projects under the guidance and direction of the INL Director or his/her designate, and keep the INL Director informed of the details of project implementation, progress, challenges, and recommended solutions. � ��� �Coordinates with relevant Pakistani authorities on management and delivery of police training, curriculum development, monitoring training center and police station construction and renovation, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities; ��� �Works with Pakistani law enforcement officials to determine training, curriculum, equipment, and infrastructure needs tailored to individual provinces, districts, and cities; ��� �Works with Pakistani experts to review and develop law enforcement curriculum for provincial police; ��� �Delivers training courses on a broad range of basic law enforcement topics, with areas of emphasis including, but not limited to, community policing, interviews and interrogations, basic investigations, report-writing, and human rights; ��� �Performs monitoring & evaluation (M&E) activities, including site visits and data collection, to assess the effectiveness and impact of law enforcement assistance efforts. �Brief INL, Department, and interagency officials on assessment outcomes and, on the basis of those assessments, propose future activities and/or remedial actions. ��� �Ensures programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. 2.�� �Strategic Planning and Advice ��� �Serves as a subject matter expert within the INL Section and advisor on such matters to the INL Director; ��� �Assists in the development of detailed implementation plans and timelines for law enforcement assistance programs, from initial assessments and program design through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Pakistani Government officials; � ��� �Provides program guidance/reporting upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages, including mission objectives, size and structure of the international police training presence in Pakistan, budgeting, development of Pakistani policing capacities and institutions, practical measures to improve U.S. and international capacities to provide police assistance, and training plans; and� 3.�� �Coordination ��� �Coordinates law enforcement efforts with members the Country Team as directed by the INL Director, including ODRP, FBI, DS/ATA, DHS, etc., as well as with international donors. �In particular, the PA is expected to coordinate and work closely with DS/ATA, and other interagency partners involved in law enforcement reform; �� ��� �Represents INL at mid-level meetings, briefings, seminars, and exercises with USG, Host Nation, and international representatives to develop plans/programs for implementation of police assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge; ��� �Serves as a designated interlocutor with federal and provincial GOP officials and law enforcement leadership when appropriate; and � ��� �Participate in INL-Pakistan office meetings. 4.�� �When required, perform the role of Duty Officer. 5.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. � 4.�� �If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Islamabad, Pakistan. Domestic travel within Pakistan for program monitoring and limited travel to Washington D.C. �� � RELATIONSHIPS The PA reports to and receives broad policy guidance and general direction from =the INL Director or his/her designee. �The Advisor is responsible for planning and implementing many aspects of organizational and project and logistical operations. �The PA coordinates and communicates with INL/P and the INL/AP Pakistan Team. �The PA�s actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations. The PA must depend in part on his/her own professional judgment to further the mission of INL. � COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Pakistan, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.�� �Minimum of ten (10) years� experience in U.S. state or local-level police operations, training, organizational development, and/or planning.� 3.�� �Associates Degree from an accredited institution in a relevant field of study or minimum of fifteen (15) years of related experience in the fields of law enforcement, criminal justice, international development, �international relations, and/or public administration. 4.�� �Demonstrated experience in other international civilian policing missions. 5.�� �Proven excellent oral and written communication skills. 6.�� �Proven superior negotiation and interpersonal skills. 7.�� �Demonstrated experience in planning, implementing, monitoring, and reporting on projects. 8.�� �Proven ability to work well with others. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the FS-03 equivalent level ($72,526 to $106,507 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
