- Description
- The purpose of this RFI is to identify interested, qualified 8(a) business concerns capable of providing computer scientists and analyst support to team with NGA�s geodetic and geophysical analyst Subject Matter Experts (SMEs) in order to advance production capabilities through configuration management and optimization of code. See the attached PWS for additional details. Background: Legacy code currently resides on two security domains � most of it on a Collateral Secret domain and some on an Unclassified domain that has limited access.� Geomatics analysts store data collected from many different sources on these systems. These analysts then use software programs to perform highly complex mathematical calculations that result in information, data, and products used by military personnel, intelligence analysts, decision makers, first responders, academic researchers, and others. These results contribute to the World Geodetic System 1984 (WGS 84) and the associated Earth Gravitational Model (EGM). Neither proprietary or classified concepts, nor classified information should be included in the questions or submission. Proposals are not requested and no contract will be awarded based on submissions. Input on the information contained in the responses may be solicited and reviewed by NGA non-Government consultants or experts who are bound by appropriate non-disclosure agreements. As part of the submission, concerns should include the following information: 1. Company name, point of contact (POC) with phone number and email address, CAGE Code, DUNS number, GSA contract number (if applicable), and confirmation that the company is an 8(a) participant in accordance with Federal Acquisition Regulation (FAR) Subpart 19.8 - Contracting with the Small Business Administration (The 8(a) Program). 2. North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services is applicable to this acquisition. Recommendation for alternative NAICS Code? Provide rationale for any NAICS Code applicable to the planned acquisition other than the NAICS code identified above. 3. What additional information, if any, is required in order to determine if your company can provide the services required for the GCCO and/or for your company to propose for this effort if a Request for Proposal is issued in the future? 4. Ability to meet the security requirements as listed in PWS Section 5.4, including Defense facility security clearance? What type? What level? 5. A capabilities statement, including relevant experience, which describes how your company will be able to meet the requirements of the PWS. Marketing materials will not be considered. The capabilities statement should include: ����������� Performing configuration management of code baseline of this size and complexity ����������� Optimizing and updating code, without reducing accuracy levels or changing outputs, to make compatible in a High Performance Computing (HPC) environment ����������� Service the entire existing code base and enable configuration and control within GitLab ����������� Provide documentation of the code base as well as training workforce to provide proper use of the configuration management tool ����������� Provide code replication between security domains, specifically Unclassified and Secret networks ����������� Previous experience with Amazon Web Services (AWS) ����������� TS/SCI cleared personnel with functional knowledge of code related to geodesy, geophysics, advanced mathematics and physics 6. Preferred contract type for the two phases of work outlined in the PWS (FFP, CPAF, T&M, etc). If not FFP, what additional information would your company require in order to propose a FFP contract? 7. Any additional comments and/or suggestions for this requirement. Note that the Government is not required to adopt any recommendations.
