- INTRODUCTION: The purpose of this Source Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and to gain market knowledge of potential qualified sources.� The intent of this notice is not a request for quotation. �However, all responsible sources may submit a capability statement, which shall be considered by the agency. �A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. BACKGROUND: The Airborne Instrumentation Systems Department (AISD) is seeking to refurbish a legacy anechoic chamber.� The current radio absorbing material, fire-suppression, ventilation, and lighting systems are legacy installations from 1973.� Radio frequency absorbing material has decayed over decades and leading to performance degradation. �Previous water damage, due to rain, caused ceiling absorber to lost fire retardant properties. �Additionally, a 22 ft. long diameter-rotating table weighs approximately 2 tons and is the original rotating table from 1973. REQUIRED CAPABILITIES: The offeror is required to have ISO9001/AS9100 certification.� The proposed contract action will refurbish the current 13 ft. by 26 ft. by 57 ft. tapered Far-Field Radio Frequency (RF) Anechoic Chamber, located at Naval Base Ventura County, Point Mugu, California, to be complete and usable chamber and will entail architectural drawings/plans, calculations, equipment, labor, materials, engineering, technical supervision, transportation and disposal.� The contractor shall be required to, but not limited to, the following: Removal and disposal of legacy Anechoic Absorber, Motors, Air Vents, Turntable & Track, and access doors. Interior refurbishment including lighting, doors, air vents, and tapered section. Room characterization and drawing updates. Design and Installation of modern RF Absorber and chamber layout for maximum performance across 200 MHz � 18 GHz. Upgrading of Azimuth turntable & Motor. Upgrading of Roll Motor and Mounting Pedestal. Upgrading of Source Motor and integration into taper. Characterization of chamber quiet zone and reflectivity. Replacing all RF equipment, Cabling, software and hardware for optimal measurements between 200 MHz � 18 GHz for both H, V, and CP measurements. Replacing existing Fire Protection system components with new clean agent fire protection and all associated testing. CONTRACTOR RESPONSE: Any offeror believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency.� The written response shall provide a brief title of this announcement and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to perform the required capabilities as outlined above without compromising the quality, accuracy, reliability, and schedule. Offeror responses shall also include the following information: A brief title of this announcement; Company name and address; Company's point of contact name, phone, fax, and e-mail; Declaration as to whether a U.S. or foreign company *Provide Joint Certification Program (JCP) number; Company size (Small or Large according to the identified NAICS and size standard identified), If your company is a Small Business, specify if your company is each of the following: (i) Service-Disabled Veteran Owned Small Business (SDVOSB); (ii) HUBZone Small Business; (iii) 8(a) Concern; (iv) Woman-Owned Small Business; (v) Economically Disadvantaged Woman-Owned Small Business. Provide any anticipated teaming arrangements and delineate between work to be accomplished by the prime and the work to be accomplished by the teaming partners, A brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum), demonstrating ability to perform the specific requirements discussed above.� An outline of previous projects related to the program description, identify specific work previously performed or currently being performed related to the program description; and Any other specific and pertinent information as pertains to this particular area of procurement that would enhance the Government�s consideration and evaluation of the information submitted.� Questions and comments are highly encouraged; however, Government is not obligated to answer all questions received.� ELIGIBILITY: The applicable NAICS code for this requirement is 334515 with a Small Business Size Standard of 750 employees.
