***** AMENDMENT 0002�POSTED 07 MAY�2021 ***** Please see Attachments/Links for Amendment 0002�details and attachment.�� **************************************************************** ***** AMENDMENT 0001 POSTED 28 APRIL 2021 ***** Please see Attachments/Links for Amendment 0001 details and attachments.� Additionally, Site Visit Attendee List has also been posted in the Attachments/Links section of this solicitation posting.� **************************************************************** The U.S. Army Corps of Engineers Detroit District is seeking contractors with the capability to provide construction services for the rehabilitation of�the ship arrestors on the Poe Lock located in Sault Sainte Marie, MI.� PROJECT DESCRIPTION: This project consists of work associated with fabrication of arrestor machinery, rehabilitation of fender booms, and rehabilitating the ship arrestors on the Poe Lock located in Sault Sainte Marie, Michigan. The Poe Lock will be required to remain in service during construction.� The rehabilitation and installation of spare fender booms include repairs and installation of heat shields, placing existing fender booms on-site, removal and disposal of associated parts and components such as brake cylinders, bollards, quadrants, wire rope, etc.� Rehabilitation also includes the removal and disposal of existing rolling segment buildings housing the boom rolling segment and buildings made with asbestos containing wall panels and fabrication, testing, and installation of new arrestor machinery. Please Note: There will be two optional contract line items for this project.� �Please see 52.211-10 ALT I for additional information.� Also note: The majority of the installation work is required to occur between January 15th � March 25th. � Justification & Approval (J&A): The Government intends to sole source to Rockwell Automation for Allen-Bradley Programmable Controllers that will be a minor portion required for this project.� J&A is included as an attachment in the Attachments/Links section of this notice.�� General Information:� The estimated cost of construction is between $10,000,000 and $25,000,000. The North American Industrial Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5 Million in average annual receipts. This Request for Proposal (RFP)�is intended to be issued as a firm-fixed price contract and is open for�full and open competition.�In accordance with Federal Acquisition Regulation (FAR) 19.1307, this project requires the HUBZone 10% price evaluation. Award for this requirement will be determined by source selection using best value trade-off to determine the best value to the Government.� The solicitation and evaluation process will be conducted in accordance with FAR Part 15. The solicitation package materials, documents, drawings, specifications, and attachments to the solicitation are available only electronically and via beta.sam.gov and are attached to this solicitation notice under teh Attachments/Links section.� Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation.� Please note that the Government will not be maintaining a vendor list during the solicitation period.�� In order for interested Contractors to conduct business with the Federal Government, Contractors must be registered in the System for Award Management (SAM) prior to submission of any proposal.� Contractors can access SAM for free at www.sam.gov.
