Description
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to issue a short-term contract for up to 3-months of services to ensure continuity of services for Community Engagement and Risk Communications (CERC)� until a competitive follow-on contract is in-place. This will be a follow-on to a contract which expires on May 25, 2021. This contract (if needed) will be awarded on a sole source basis. FEMA�s Risk MAP Program requires continued contractor support to: (1) deliver effective risk communications, (2) assist FEMA in the development of partnerships, (3) design and implement community engagement, (4) provide mitigation planning and Risk Map production support services, and (5) provide all necessary transition support during the timeframe to procure these services on a competitive basis. A contract will be issued (if necessary) to the CERC incumbent contractor: Resilience Action Partners, Airside Business Park, 100 Airside Drive Moon Twp., PA 15108.� This contractor is uniquely qualified to provide the necessary technical support required without extensive transition to manage the ongoing services. This contract is necessary to allow sufficient time to complete the re-procurement process and transition the successor contractor(s). This contract action is� due to unforeseen delays in the competitive procurement process.� The follow-on sole source contract may provide continued services through August 24, 2021.� This potential contract will prevent the disruption of mission essential work.� The contract will be classified under North American Industry Classification System (NAICS) 541611 with a Small Business Size Standard of $6.5 million. The current incumbent contract was issued under full and open competition in accordance with FAR Part 15.� No set-aside applies.� This notice of intent is not a request for competitive proposals and no solicitation exists for this requirement.� Parties interested in responding to this notice shall submit technical data sufficient to determine capability to provide the same services with limited or no transition support.� No portion of this work can be segregated to allow for competition. All capability statements, based on the attached Statement of Objectives (SOO), received within fifteen (15) days after publication of this synopsis will be considered by the Government.� A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� This notice meets the conditions of FAR Part 5.201(b)(1)(ii), modification(s) to existing contract (s) for additional services that meets the threshold in 5.101(a)(1). Capability statements (limited to 25 pages) shall be submitted via email only as a MS Word or Adobe PDF attachment to kelli.parker@associates.fema.dhs.gov and glen.seipp@fema.dhs.gov.� The deadline for submission of capabilities statements is on or before May 20, 2021; 3:00 PM (Eastern Time).� No phone calls will be accepted. Disclosure:� Please note that Garud Technology Services (GTS) is providing contract specialist support for this contract action performing non-inherently Governmental functions.�� GTS� blanket purchase agreement (BPA) with FEMA for acquisition support includes a limitation on future contracting and requires all staff under the BPA to sign non-disclosure agreements. GTS staff under the BPA will have access to your capability statement information including any proprietary data.� By submitting a capability statement, you are consenting to such access by GTS/BPA staff in support of this effort.
