- The Office of Acquisition Management (A/OPE/AQM), on behalf of the International Narcotics and Law Enforcement Affairs Section (INL) of the U.S. Embassy in Bogota, intends to procure, on a brand name basis, the following Mercury outboard engines model Verado 350 5.44 inch 1.75 HD L6 SC, related accessories, and services: Fifty-four (54) engines.� Clockwise and counterclockwise rotation, transmission lengths 25 and 30 inches Eighteen (18) installation rigging kits Forty (40) hours of Basic Maintenance Training Forty (40) hours Intermediate Maintenance Training Forty (40) hours Advanced Maintenance Training Fourteen (14) digital PDF format engine manuals Seven (07) digital PDF format spare part catalogs Installation of twelve (12) engines 18,374 spare parts 284 special tools INL Bogota�s market research concluded that there are no other brands of heavy-duty outboard engines that have an established presence in the Colombian market, can offer spare parts availability, and has a variety of locations for local maintenance, warranty, and support. �The current fleet of interceptor boats in the Colombian Navy requires the use of 350 HP outboard engines. �INL Bogota is not considering repowering the current fleet with a smaller or larger outboard engine.� The fleet is designed for maximum performance using 350 HP outboard engines. This notice is not a request for quotations. �This acquisition will be conducted under the authority of FAR 13.501(a). �All responsible sources may submit a capability statement, which will be considered by the Department of State. �However, the determination to not compete this requirement based upon responses received to this notice is solely within the discretion of the Government. To be considered, responses must address the following items and must be received by the Department no later than 4:00 pm local (Miami, FL) time on May 21, 2021. Company�s name, address, DUNS number, and cage code. Company�s POC information (phone and email). Manufacturer name, other than Mercury, and model number of available outboard engines. �If your company is a Mercury reseller, and only offers Mercury outboard engines, a response is not required. Engine specification data sheets. If your company is not the manufacturer of the outboard engines, include proof that your company has been authorized by the OEM to market the products in Colombia. List of maintenance and repair locations in Colombia. �Include name, address, telephone number, and website for each location. �Also include: � Date each location started operations. How many engines (of the ones described in item 3) does the facility service per year? What is the average time to respond and provide warranty service? What is the average time to import spare parts and special tools? How many engines (of the ones described in item 3) has your company sold in Colombia during the last 2 years? Responses and questions, if any, must be submitted via email to FernandezJM@state.gov. �Telephone inquiries will not be accepted and will not be acknowledged nor returned. Any information submitted in response to this notice is strictly voluntary. �The Government will not pay for costs incurred in responding to this notice.
