- SOLE SOURCE/NOTICE OF INTENT The 502d Contracting Squadron, Joint Base San Antonio-Randolph, TX 78150, intends to solicit and award a sole source firm-fixed-price contract to R-J International, Inc. dba Reed-Joseph International. The action will be executed in accordance with Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items and 13.5, Simplified Procedures for Certain Commercial Items, under the authority of Air Force FAR Supplement (AFFARS) 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). See attached redacted Sole Source Justification for additional details. The requirement is to provide the following base year service plus four (4) option periods: CLIN X001: Semi-annual Bird Cannon maintenance service for JBSA-Randolph and Seguin Aux Field. The 12 FTW Safety requires semi-annual bird cannon maintenance for 36 units at Randolph AFB and 10 units at Seguin Aux Field. Systems at both locations are Reed-Joseph International Scare Wars Radio Controlled Bird Abatement Systems currently under warranty. The complexity and propriety operation of this system requires a certified maintenance technician, which only Reed-Joseph provides. Warranties on both systems will no longer be valid if non-trained or unauthorized third party vendors provide the service. This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to tyler.troge.2@us.af.mil with a copy to rachel.demone@us.af.mil no later than 18 May 2021 at 2:00PM Central Time. Any costs incurred in submitting a capabilities statement will not reimbursed by the Government. Additionally, the information received will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
