Description
The Portland Area Indian Health Service (PAIHS) is requesting proposals to replace the existing End-of-Life routers with existing replacement routers at Tribal Healthcare Facilities connecting to the Indian Health Service-wide area network. The Portland Area-IHS anticipates awarding a Firm Fixed Price, Indefinite Delivery / Indefinite Quantity (ID/IQ), performance-based type of contract resulting from this solicitation. The contract is for one (1) year or when the project is complete. GENERAL: The Portland Area Indian Health Service program objective is to meet and maintain performance measures and regulatory requirements in accordance with Homeland Security Presidential Directive 12, and FPS-201. This performance-based statement of objectives describes the requirements for Area-Wide Router Deployment Project for the Portland Area Indian Health Service (PAIHS). Prospective Contractor shall begin performance within 60 Days from the date of award of this contract as determined by COVID-19 restrictions and/or availability to access Portland Area Office building. The contractor must be a United States of America citizen. BACKGROUND: The existing network infrastructure has sites with End-of-Life routers. The goal of this contract is to replace End-of-Life routers that are located at sites with the Portland Area Indian Health Service Wide Area Network. Portland Area Office has purchased the routers needed to replace End-of-Life routers. OBJECTIVE: The purpose of this performance-based statement of objectives is to replace End-of-Life (old) routers with Cisco (new) routers at Portland Area Indian Health Service facilities in support of the mission of the Indian Health Service: to raise the physical, mental, social, and spiritual health of American Indians and Alaska natives (AI/AN) to the highest level. The contractor is required to have hands-on experience with Cisco routers. Must be experienced with providing customer service interaction via telephone and the ability to provide Cisco router technical support/steps via telephone. The contractor is expected to configure Cisco routers and work with IHS Healthcare facility employees to replace existing live routers with new routers. SCOPE: The contractor will be utilizing the services under this contract to individually coordinate the work�schedule with the IHS Healthcare facilities to plan the router replacements. This scope of work is for planning, equipment configuration, equipment deployment, equipment support, and related documentation. This includes incidentals necessary to accomplish this in a responsible, cost-efficient, and environmentally friendly manner. All tasks under this contract will be conducted in accordance with the most stringent of all federal, state, and local codes and regulations. Also, the contractor shall follow all applicable standard industry practices. (Also see ""Constraints,"" below.) The contractor shall provide services to: Copy existing router configurations from old routers Install T1 module and upgrade IOS on new routers Use copied configurations to configure new routers Work with Portland Area Property department to process required property loaner forms. Work with site contacts to ship new routers including boxing and labeling new routers Track and inventory new routers. Provide technical support to site contact to connect and activate the new router. Work with site contact to ship old routers back to the Portland office. Track, inventory, and erase old routers. Work with Portland Area Property department to have old routers excessed. FACILITIES AND SITE REQUIREMENTS: The contractor shall perform work at all times at Portland Office. Storage and staging of equipment and materials at the worksite shall be coordinated with the Facility Manager. The Contractor is responsible for all security regarding the staging of equipment. Contract employees will check-in as ""visitor"" each day at the office. Contractors entering the building will show identification and sign in and out each time they enter/leave the building. It is the contractor�s responsibility to work with the facility manager to become familiar with the building layout, security requirements, vehicle access, fire safety, emergency exits, and evacuation procedures. GOVERNMENT RESPONSIBILITY: Workspace will be made available for the Contractor while onsite. The Government will work with the contractor to develop defined timelines for the completion ofthe assigned tasks.
