- The Network Contracting Office 1 (NCO-1) of the Department of Veterans Health Administration (VHA) has a requirement to lease a MSPS Trailer unit for 2 years to support the Northampton, MA VAMC. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties are asked to submit capability statement that clearly and convincingly identifies their capability to fulfill the requirements. Capability statements shall be limited to no more than ten (10) pages (including the cover sheet, table of contents, etc.) Detailed capabilities must be submitted by email to Mr. Cory Dionne at cory.dionne@va.gov in an electronic format that is compatible with Word 2013, no later than 12:00 pm Eastern, -- 14 May 2021. As part of its market research, NCO-1 is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes. The applicable NAICS code for this requirement is NAICS 532120 Truck, Utility Trailer, and RV (Recreation Vehicle) Rental and Leasing with a Small Business Size Standard of $38.5 million. The Product Service Code is W065 Lease or Rental of Equipment Medical, Dental, and Veterinary Equipment and Supplies. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. This Sources Sought is only for the purpose of identifying potential sources as part of NCO-1 market research. No Request for Proposal (RFP), Quote (RFQ), or Invitation for Bid (IFB) exists; therefore, do not request a copy of the RFP, RFQ or IFB. Responses to this Sources Sought are not quotes, proposals, or bids on which NCO-1 can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute a RFP, RFQ or IFB. The Government does not intend to award a contract or BPAs based only on responses to this Sources Sought. All information received in response to this Sources Sought marked ""Proprietary"" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. NCO-1 will not pay for information received in response to this Sources Sought. Do not submit pricing information in response to this Sources Sought. 1.0 Introduction VA CWM is looking to lease a mobile sterile processing system trailer. This trailer will be in use for the duration of the SPS shutdown due to construction. The lease of this trailer will ensure patient care is maintained while ensuring that all instruments ae sterilized in accordance with VA regulations. This unit must also have the ability to ensure water quality testing is complaint with VA regulations. This lease is for a minimum of one year with two 6 month options available. The VENDOR shall provide, deliver, place, and reinstall all items removed for transport on the mobile SPS unit in the location defined including leveling of the unit, expanding of the unit, securing of expendables, configuring unit interior. Upon completion of the connection of the mobile unit by the site prep CONTRACTOR the VENDOR shall commission and test the unit to confirm operation and compliance with standards. Commissioning services includes verifying unit connections to appropriate utilities, start up, calibration and verifying functionality of all equipment. Provide all preventative maintenance for the total lease period. The vendor will test and provide documentation of the HVAC system to ensure that it is compliant with all VA standards annually at a minimum. Scope The Vendor will provide a mobile SPS system that complies with the following: Capacity: Two vacuum Gravity Sterilizers, Getinge GSS 6713 or equivalent Two Washer/Disinfectors, Getinge 8666 or equivalent One Ultra Sonic Cleaners, Getinge 2460 or equivalent Workstation(s) with at least 3 sinks and Reverse Osmosis water supply Minimum 1 pass through windows Preparation and packaging tables (size(s) to be included in the bid) 1 Wash cart suitable to mobile unit 2 transport carts suitable to mobile unit NFPA 99C-Level air supply is considered value add, but not specifically required Dedicated space for SPD PPE storage Proposal to identify all equipment including capacity for evaluation of the above requirements Note facility supports 0 operating rooms or surgical suites. Processing volume is low. Environment: HVAC control shall meet the requirements of attached VA memo of September 5th 2017 Interim Guidance for Heating, Ventilation and Air Conditioning (HVAC) requirements Related to Resuable Medical Equipment (RME) Reprocessing and Storage These requirements are applicable for year-round occupancy. Interior spaces and all systems shall comply with The Joint Commission requirements for RME sterile processing services note RO water shall comply with AAMI TIR34: Water for the Reprocessing of Medical Devices Contractor to maintain systemin and testing IAW with TIR 34 standard RO / DI purified water is required for the final rinse cycle of instrument washer-decontaminators, at the clean-up sinks, and is used in ultrasonic cleaners. Advancement of Medical Instrumentation Ramp access for decontamination and sterilized material transport supporting provided carts. ADA compliant ramp is considered a value add Steps shall be provided for all other required access points Interface Requirements: Solution shall operate on 60 Hz 3-phase AC power. Maximum nominal voltage of 480V and maximum amperage of 600 Amps. Solutions shall supply cold and hot water. Facility will only supply municipal cold water with bidders required pressure and flowrate. Facility shall supply appropriate fire suppression connection as well Solution shall include support detail of fully commissioned foot-print including support sizes and location as well as minimum support pad requirement. Proposal shall include recommendations and post solutions for water connection protection in environments with freezing temperatures (-20 to 40F) Proposal shall identify all required connections as well as responsibility definitions Proposal void of tiedowns or anchor points, if contractor deems acceptable to safety, is not required but considered a value add. Performance Requirements The contractor s responsibilities will include the following: Shipping of Equipment Delivery of Equipment Installation and commissioning of equipment and accessories if needed Training on Equipment Testing and maintenance of RO/sterilizer water/steam IAW Table 1 of AAMI TIR34 Maintenance of all supplied equipment and connections. Deliverables The contractor will provide all necessary operator and maintenance manuals.
