Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912JB-21-Q-0047 and is being issued as a request for quotation (RFQ). This requirement is unrestricted and all business concerns are invited to respond.� This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2021-05. CLIN������������� Description����������������������������� ����������� ����������� Quantity��������� U/M 0001��������������� Camp Costs IAW PWS���� ���� ����������� ����������� 1��������������������� Job 1001� � � � � � � � Option Year 1����������������������������� ������������������ 1��������������������� Job 2001� � � � � � � � Option Year 2�������������������������������������������������1����������������������Job 3001� � � � � � � � Option Year 3�������������������������������������������������1����������������������Job 4001� � � � � � � � Option Year 4� � � � � � � � � � � � � � � � � � � � � � � � �1� � � � � � � � � � � Job The Michigan Army National Guard (MIARNG) has a requirement for a summer youth camp event.�� The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control in accordance with the provided PWS.� The event will be 25-30 July, 2021.� Period of Performance (PoP): The Period of Performance shall be One (1) Base Year of 1-week (25-30 July 2021) and four (4) 1-week Option Years. The date for the1-week PoP for the option years will be coordinated with the vendor within the Fiscal Years (FY22-25). This requirement is firm fixed price.� Pricing must be a firm fixed price for the entirety of work quoted.� Quotes must include the option years. Quotes that are cost reimbursement for any portion of the requirement will not be accepted.� Quotes must include price, technical approach and past performance information (PPI)� that is not more than three years old.� PPI� should include examples of work that is of the same nature and magnitude as the current requirement.� �Offerors may provide multiple offers in accordance with FAR 52.212-1(e).� The prospective awardee must have an active registration in www.sam.gov or beta.sam.gov if conversion has taken place�at the time of award.� Vendors are encouraged to verify that their registration is active prior to submitting a quote.� If the prospective awardee is not active in the SAM data base at the time of award, the prospecitve awardee will be allowed 3 calendar days to become registered and active in SAM.� The award will proceed to the next otherwise successful registered and active offeror if the prospective offeror does not become registered and active by the 3 calendar day deadline.�� EVALUATION The government intends to award to the responsible company(s) whose quote, conforming to the solicitation, is most advantageous to the government based on price and other factors that provide the best value. Best value will be determined by evaluating each quote for price (including option years), past performance, and capability to meet the requirements. Capability will be rated as acceptable or unacceptable. All evaluation factors are approximately equal.��The government may award to other than the lowest price quote. The perceived benefits better capabilities �of the higher priced quote may merit the additional cost. Negative or adverse action in FAPIIS or SPRS in the last three years may render your quote unacceptable. Award may be made without discussions. Therefore, offeror must provide complete information in the package for the government to determine the best value. The government reserves the right to request minor clarifications.� SOLICITATION AMENDMENTS It is the vendor's responsibility to monitor this site for any amendments. The government is not responsible for any attachments that are rejected by the cyber security due to corruption or virus extensions. It is the offeror's responsibility to contact the POC to verify the quote is received PRIOR to the date and time set for the due date of RFQ. Late Quotes may not be eligible for award. Quote submission must be completed by the date and time indicated. If Amendments to the solicitation are issued, all Offerers must acknowledge the Amendments by signing the accompanying Standard Form 30 and returning the signed Standard Form 30 for all Amendments issued with the Offerer's quote submission. Failure to acknowledge all Amendments issued by the Government may result in the quote submitted in response to the solicitation being found non-responsive by the Government.� ERRORS, OMISSIONS, OR AMBIGUITIES If an Offerer believes the solicitation, including the Performance Work Statement, contains an error, omission, or ambiguity, or is otherwise unsound, the Offerer shall immediately notify the Contract Administrator and Contracting Officer in writing with supporting rationale prior to the date set for the closing for receipt of quotes. Offers are due at 12:30 �pm, EST/�on 25�May 2021.� Email quotes to shellawn.m.hickling.civ@mail.mil� Questions are due by 12:30 pm ET �on�18�May 2021, and must be submitted via email.� Questions will not be answered via telephone.� Questions that occur after the cut off, but are considered to be significant to the requirement, will be accepted and discussed only with those vendors that have submitted a quote.
