- AN UPDATED SET OF DRAWINGS WERE UPLOADED TO THE SITE, THE SET OF DRAWINGS IN THE ORIGINAL SOLICITATION WAS MISSING THE 7 PAGES OF STRUCTURAL DRAWINGS, WHICH HAS NOW BEEN INCLUDED.�� Document Type: Solicitation Notice��� Classification Code Y�Construction of Structures Facilities Set Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction�� The USPFO for North Dakota intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to Construct Consolidated RPA Operations Facility at the ND Air National Guard, 1400 32nd Ave. North, Hector IAP, Fargo, ND (Cass County).� The project consists of furnishing all labor, material, equipment, services, and supplies required to complete the work, which includes, but is not limited to, the following principal items:� Construction of a single story building of approximately 25,600 square feet for administrative functions, training and operations.� Site work consists of clearing, stripping, excavating, grading, filling, backfilling, seeding, sodding, flexible and rigid paving, curb and gutters, concrete walks, underground utilities, site structures, signage and other related work.� The building is precast concrete bearing walls of approximately 14� in height with sloped steel bar joist and metal deck roof system. A structural steel bearing line will be established through the centerline.� Interior finishes include sealed concrete floors, carpeting, vinyl composition tile, porcelain tile, acoustic type partition walls, dry wall systems, paint, acoustic tile ceiling, and other related items.� Mechanical work includes heating, ventilating and air conditioning, plumbing, building drainage, fire protection systems, and other related work.� Electrical work includes primary and secondary power distribution systems, interior and exterior lighting, power and controllers for mechanical systems, fire alarm system, voice data and paging communications systems, server room and runs to operations floor, fiber optic cable to new facility and other related work.� This project has been registered with the Green Business Certification Incorporated (GBCI) and is to achieve Guiding Principles Certification.� The performance period for the construction is 455 Calendar Days after the Notice to Proceed (NTP).� IAW with FAR 6.302-1(c) the following brand name items and manufacturer will be part of the resulting contract: faucets - Moen; water to air heat pumps - Trane; direct digital control system � Trane and computer room air conditioner � Liebert.� �This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00 in average annual receipts. The magnitude is between $10,000,000 and $25,000,000. ��Award will be subject to FAR provision 252.236-7007 Additive or Deductive items.�� Your attention is directed to FAR CLAUSE 52.219-14 (e) (3) (DEVIATION 2019-O0003) - LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The date for issuing the solicitation is 30 March 2021. The date for the pre-bid conference is 15 April 2021, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
