- Synopsis: The Department of Veterans Affairs, Program Contracting Activity Central, St. Louis (PCAC) Office, intends to award a sole source commercial purchase order in accordance with FAR Parts 12 & 13. The North America Industry Classification System Code [NAICS] is 541990 All Other Professional, Scientific, and Technical Services and the size standard is $16.5 Million. The government has determined that J2 Associates, LLC, is the only source that can satisfy this agency requirement. The requirement is for Diversified Communications Inc. (DCI) HD Video and Audio Transport Services. EES has historically leveraged its satellite uplink and terrestrial content delivery capability to deliver and distribute content to internal VA learners watching or connected to the VA network, inside the VA firewall. EES now has a requirement to make content available to both internal and external learners positioned inside and outside the VA firewall. The ability to deliver HD video and audio signals via fiber from EES s VACO studios to a transport service positioned outside the VA firewall will provide the VA with that capability. The contractor shall provide all labor, supervision and other resources required to receive and distribute HD video and audio from the VA Central Office (VACO) studios at 810 Vermont Ave., Washington DC. The contractor shall appropriately route, distribute and monitor all audio and video signals originating from the VACO studios via (4ea) HD video and audio fiber circuits. The contractor will route and distribute the HD video and audio signals available to a variety of distribution platforms located at the contractor s facility to include internet and satellite delivery platforms in standard broadcast and webcast formats. The contractor shall host no less than two networked VA-provided video encoders connected to HD video distribution. The contractor shall provide video engineering support via email, text and telephone M-F 8:00am-5:00pm Eastern standard time. The desired outcomes of this project are the successful transport of HD video and audio signals over fiber. Once installed and operational the transport services will provide improved video and audio quality to be used for EES webcasts. The solution organically air gaps and isolates the VA business network from webcast delivery activity. All responsible sources may submit a response, which if timely received, will be considered by The Department of Veterans Affairs, PCAC St. Louis Office. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. The Government does not intend to pay for any information provided under this synopsis. Acquisition Plan Action ID: 36C776-21-AP-2328 1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Employee Education System. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Employee Education System (EES) needs to send HD video and audio signals, via fiber from EES s VACO (VA Central Office) studios, to a transport service positioned outside the VA firewall to make content available to learners positioned inside and outside the VA firewall. This transport service is estimated to cost approximately $25,000.00. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA utilizes the existing VACO direct fiber video path between the VACO television studio and the nearby Diversified Communications Inc. (DCI) teleport. DCI receives live video from VA on this dedicated and secure fiber video path. The fiber connection was established in 2017 for explicit use with quickly scheduled live video presentations hosted by the VA Secretary s office and other VA senior leadership, as a method to reach VA-wide audiences on short notice. Only DCI s facility is receiving live VA video on this unique fiber path. EES has newly contracted cloud-based video streaming delivery services and workflows, which will be integrated to replace the need for the VACO to DCI dedicated path beyond this pending one-year contract. The services required are only need for the current year while a new cloud-based system is brought on board and migration to the new system completed. The plan was for this to be in place prior to the May 24, 2021 expiration date for the current contract supporting these services. There were some unexpected delays in completing the migration. The live video streaming is crucial to delivery of the content to learners outside the VA firewall. J2 Associates, LLC is the current prime contractor and due to the complex OI&T approval and funding process required to establish a new dedicated video path with a new vendor could take up to 18 months to navigate and could introduce risk for loss of these mission critical services. 4. Description of market research conducted and results or statement why it was not conducted: A Notice of Intent (NOI) to sole source will be posted to Beta.Sam.Gov for 10 days prior to award as a sole source. A VIP search has been completed and there are no authorized DCI SDVOSB/VOSB concerns who can provide service to the DCI transport pathway.
