Description
NOTICE OF INTENT-SOURCES SOUGHT The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Cellco Partnership, doing business as Verizon Wireless, for a Blanket Purchasing Agreement (BPA) to establish an alternative contract solution to provide cellular service to the Department of Defense Mobility Classified Capability � Secret (DMCC-S) end users who have less than optimal service coverage with the primary BPA contractor. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for cellular service that supports a retransmission device (i.e., hotspot) in conjunction with the DMCC mobile device, the Samsung Galaxy S7 Customer Read Only Memory (CROM) tablet (Tab S7 CROM), Samsung Galaxy S20 CROM handset (S20 CROM), and any future DMCC mobile devices for secure communication. The DMCC mobile devices are tethered with a hotspot to operate secure communications. As such, DISA requires the procurement of hotspots and their associated data plans supporting the DMCC-S effort. The Government requires the below devices and services: Hotspot device that meets the following specifications:� The hotspot device must be Wi-Fi 802.11 standard (e.g. a/b/g/n/ac) The hotspot device must be able to connect to a cellular carrier priority services solution or IAP endpoint. The hotspot device must be capable of setting Maximum Transmission Unit (MTU) size in increments and/or input value from a minimum size of 1426 bytes to a maximum size of 1500 bytes The hotspot must support full Dual-Band/Dual-Concurrent Wi-Fi The hotspot must support unlock capability to support third party SIMs in addition to the carrier SIM. The hotspot must support firmware Over the Air updates The hotspot must be able to support as a minimum the following DMCC-S device connection types to the hotspot with supported wide area network (WAN) type connections: Wi-Fi Access Point: WAN: 1) Ethernet [RJ/45] (Home); 2) Cellular (Roaming outside home) Ethernet over USB Tethering: WAN: 1) Wi-Fi Offloading (Home); 2) Cellular (Roaming outside home) Ethernet Tethering: WAN: 1) Wi-Fi Offloading (Home); 2) Cellular (Roaming outside home) Ethernet: Capable of 1 gigabits per second and RJ/45 connection Capable of IPv6 support Domestic data plans as follows: 5 Gigabyte (GB)/month data plan Unlimited/month data plan Global data plans as follows: Monthly Data Plan offering a minimum of 120 megabyte (MB) Monthly Data Plan offering a minimum of 300MB Monthly Data Plan offering a minimum of 800MB Monthly Data Plan offering a minimum of 1.5GB Monthly Data Plan offering a minimum of 5GB Monthly Data Plan offering a minimum of 10GB Domestic priority data plans 5GB/month data plan Unlimited/month data plan Global priority data plans Monthly Data Plan offering a minimum of 100MB Monthly Data Plan offering a minimum of 300MB Monthly Data Plan offering a minimum of 800MB Monthly Data Plan offering a minimum of 1.5GB Monthly Data Plan offering a minimum of 5GB Monthly Data Plan offering a minimum of 10GB Domestic Coverage - the hotspot device should provide compatibility with all of the latest frequency bands for access domestically. At a minimum, the hotspot device shall be compatible with at least two (2) 3G, four (4) 4G bands, and priority services. The following bands are compatible for domestic use: For 3G bands, the following frequencies are allowable: 850/1700/1900 MHz For 4G bands, the following frequencies are allowable: 2, 4, 7, 12, 13, 14, 17, and 30 For 5G bands, the following frequencies are allowable: Sub-6 GHz and mmWave International Coverage - the hotspot device should provide compatibility with all of the latest frequency bands for access internationally. The hotspot device shall be compatible as follows: United States European Command: At least four (4) bands total, comprised of 3G and/or 4G bands United States Indo-Pacific Command: At least four (4) bands total, comprised of 3G and/or 4G bands United States Southern Command: At least four (4) bands total, comprised of 3G and/or 4G bands United States Central Command: At least four (4) bands total, comprised of 3G and/or 4G bands United States Africa Command: At least one (1) 3G or 4G band. The following bands are compatible for international use: For 3G bands, the following frequencies are allowable: United States European Command: 900/2100 MHz United States Indo-Pacific Command: 850/900/1700/1900/2100 MHz United States Southern Command: 850/1700/1900/2100 MHz United States Central Command: 850/900/2100 MHz United States Africa Command: 2100 MHz For 4G bands, the following frequency bands are allowable: United States European Command: 3, 7, 20, 40 United States Indo-Pacific Command: 3, 5, 7, 40, 41 United States Southern Command: 2, 3, 4, 5, 7, 13, 17, 20, 28, 40 United States Central Command: 3, 7, 20, 28, 40 United States Africa Command: 3, 7, 20, 40 Web Services/Online Account Management Tool Does the contractor have an online management tool providing access or reporting on the following? Data usage reports (aggregated and individual accounts). Limit the number of users with access to the online information. Downloadable queries in either text delimited or Microsoft Excel format. Quarterly Reports with the following information: Procurement Instrument Identifier (PIID) and Contract Service Agreement (CSA): PIID as required by the Federal Acquisition Regulation (FAR 4.605) and CSA. Data Plan (GBs): Total amount of purchased cellular data Data Usage (GBs): Total amount of used cellular data Number (#) of Other Devices: Format:� # Hotspot devices Monthly Device Costs ($): Sum of all deferred or amortized device payments Monthly Invoice Fees ($): Sum of invoiced fees and surcharges (a la carte services, taxes, carrier fees, usage charges, international fees, etc.) Total Monthly Invoice Cost ($): The total invoiced cost for all accounts and lines associated with a single PIID Samsung Current Device Procurement Does the contractor have the capability of providing the following devices with and without service? Samsung Galaxy S20 5G 128GB (Unlocked): Product Code: SM-G981UZAAXAA. Samsung Galaxy Tab S7 128GB (Wi-Fi): Product Code: SM-T870NZKAXAR The Optimal service DMCC-S network requires optimal service capability. Optimal service is defined as having sufficient signal to establish and maintain continuous connectivity to the DMCC-S network. Some specific examples, which are not all encompassing, are provided in table 1 below that reflect known areas of less than optimal service provided by the primary BPA cellular provider. Service limitations are not restricted to the examples below, they are merely a representative of possible issues in a limited amount of coverage areas. If the DMCC-S end user has knowledge or experience with less than optimal service in their respective AOR, the DMCC end user may choose Verizon Wireless. DMCC-S Customer Reported Issues with primary BPA wireless provider CONUS/OCONUS/User Reported Limited Cellular Service Areas CONUS: Colorado Springs, CO, Pentagon, DISA HQ and Ft. Mead area OCONUS: Jordan: Limited cellular service OCONUS: Korea: Limited cellular service OCONUS: Japan: Limited cellular service OCONUS: Italy: Limited cellular service in Rome England: Limited cellular service outside of London At this time, the incumbent contractor, Verizon Wireless, is the only other wireless provider capable of providing a hotspot device that meets the Government�s requirement and provides cellular service coverage in certain locations where the primary BPA wireless provider is unable to perform at an acceptable level. No single wireless service provider can currently provide cellular service coverage to the entire United States or any frequently visited international locations. Currently, the DMCC-S users leverage Verizon Wireless to support their DMCC-S cellular services in areas that are not optimal with the primary BPA. In this case, Verizon Wireless has proven capability to meet DMCC-S user requirements by providing an alternative to the Primary BPA.� � The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 10 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 541511 will be used for determining company size status.
