Description
Notice of Intent to Award a Sole Source Contract � Integrated Risk Information System (IRIS) in� Support for the Air Force Safety Center. THIS NOT A REQUEST FOR QUOTATION/PROPOSAL 377 MSG/PKA, Kirtland Air Force Base, New Mexico, intends to issue a contract to Universal Technical Resource Services, Inc. (UTRS). The objective of this effort is to use the Integrated Risk Information System (IRIS) to conduct analysis of flight-related data generated on-board the aircraft in support of the Military Flight Operations Quality Assurance (MFOQA) program to develop and integrate mishap precursor detection and mitigation tools into Air Force (AF) and Department of Defense (DoD) aviation operations. MFOQA uses the data files from the routine collection and download of flight data recorders, processing the data files through specialized computer software to uncover hazards, errors, and mishap precursors, (e.g., trends and deviations from standard procedures and parameters).� Additional details pertinent to the effort include, but not limited to; Prospective offerors must be able to utilize the existing software platform with no interruption in service.� IRIS sustainment requires in-depth familiarity with the software architecture to maintain operations 24/7.� IRIS users access and upload data from around the globe, many in austere locations, as AF operations dictate.� Prospective offerors must be able to maintain IRIS capability and operations without interruption from Day 1 of contract performance. IRIS is a module within the AFSEC Enclave, hosted in Amazon Web Services, LLC. (AWS) GovCloud.� Prospective offerors must be able to support complex cybersecurity compliance and IT software processes within the Enclave. AF cannot accept a gap in analysis production, as the purpose of the regular, aggregate analysis of flight data is to identify negative trends and mishap precursors, allowing commanders and aircrew to mitigate the risk exposure before a mishap occurs. Data analysts with appropriate aviation experience in the aircraft fleets must be available at start of contract to ensure no interruption in delivery of monthly analyses. Access to classified information and materials is required at the �Secret� level. �� Due to the sheer volume of data and variety of data sets due to differing fleet sizes, mission types, and number of sorties, any potential offeror must be familiar with the tactics, techniques and procedures involved to provide credible analysis and sustain current schedule.� No lapse of product can be accepted due to safety nature of the analysis being done by the contracted flight data analysts and supported by contract software engineers. It is the current position of our office that there is only one contractor, UTRS, Inc., capable of performing these services as required. Anticipated contract award is on or about 1 April 2022. The PSC is B539. The NAICS is 541511 and the size standard is $30.0M. Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that they are able to provide the required services to the IRIS program is support of the MFOQA. Documentation submitted shall not exceed 5 pages and shall be submitted electronically. Submit capability statements electronically by email to katherine.parker.2@us.af.mil and chad.miller.31@us.af.mil no later than 28 May 2021, 1700 Mountain Daylight Time (MDT).
