Description
Notice of Intent to award a Sole Source Contract modification. The Government intends to award a sole source modification to a Cost-Plus Fixed Fee completion type contract to DAI Global, LLC (DAI) to satisfy the requirement below. The period of performance for this contract modification will not be revised. DAI is currently implementing the Feed the Future(FTF) Inclusive Agricultural Markets Activity (IAM) award number 72061719C00007, a capacity-building services contract. IAM is the USAID/Uganda's primary mechanism for implementing FTF activities for the Resilience Zone Earmark.� The new U.S. Government (USG) Approach to Relief and Development requires USAID/Uganda to increase investment and operations in the �resilience zone� of Karamoja and selected refugee-hosting districts. USAID can meet these requirements by expanding the geographical scope of ongoing activities within the�FTF IAM scope.� Noncompetitive procedures are justified because full-and-open competition would cause duplication and substantial additional costs to USAID and unacceptable delays. DAI has conducted market assessments and ground-truthing exercises to identify capacity needs and understand behaviors among market actors across the four regions of the FTF zone of influence, including Karamoja.�In support of the Agency�s initiative to collaborate, learn, and adapt, IAM�s current scope includes necessary structures and systems to ensure a successful expansion of the Activity. This Total Estimated Cost increase will allow USAID to build upon activities that are underway.� Under AIDAR 706.302-70(a)(2): Full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief, and rehabilitation. This authority may be used in the following specified situation:� AIDAR 706.302-70(b)(5): An award for the continued provision of highly specialized services when awarded to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. This Notice of Intent is not a request for competitive proposals. However, the Government will consider all proposals received before the closing date of this notice. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the Government�s discretion.�Information received will be considered solely to determine whether to conduct a competitive requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, not be cost or time prohibitive, and not hinder the purpose of TEC increase.
