Description
The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC), Quality Engineering and Systems Assurance (QE&SA) Directorates Radiography Laboratory, Picatinny Arsenal, NJ, provides direct developmental and operational test support for production sampling and malfunction investigations of DEVCOM AC products (ammunition, weapons, weapons/fire control systems, and munitions engineering elements). The Radiography Laboratory conducts non-destructive testing and evaluation to determine a products actual internal construction and composition as compared to the specification with which its construction parameters are set. The results of this non-destructive evaluation are then used to confirm a products quality and/or integrity (safety, lethality, ruggedness and survivability), and to verify claims of operational limits and prepare assets for reliable field operations. Radiographic inspection has been primarily limited to x-radiographic (x-ray) inspection. Using neutrons for nondestructive testing has been limited to nuclear reactors and national laboratories until very recently. The development of compact accelerator sources has made neutron radiography more accessible. Neutron radiography is a powerful nondestructive technique that produces complimentary information to x-ray inspection. Interrogation of an object with neutrons produces a two-dimensional attenuation map of neutrons that have penetrated an object being examined [1]. Thermal neutrons interact with the nucleus of atoms, whereas x-rays predominantly interact with the electron cloud. Neutrons have strong interactions with organic materials like hydrogen and carbon. Therefore, neutron radiography is particularly useful for investigations involving explosives, plastics and other low atomic number materials. The U.S. Army has a requirement to obtain a commercial or nondevelopmental thermal neutron (0.025eV[KJCUU1]) radiography capability. The U.S. Army is looking for an existing system that is readily available in the commercial marketplace. Respondents should discuss their existing capabilities rather than proposed approaches that may meet the Governments requirements after further research and development. This capability should include a moderator, collimator and detector assembly, to be integrated into an 18 MeV cyclotron-based fast neutron radiography imaging system which outputs neutrons with an energy of 6-8 MeV with a total neutron yield of 2.251013 n/scoming off the target surface. Thermal neutron flux at the sample location should be approximately 1105 n/cm2s-1with a Cd ratio between 4.2-4.7 depending on the collimator. Thermal neutron to gamma ratio should be approximately 4.72105ncm2/mrem. The distance between the source and the imaging plane (L) divided by the diameter of the source aperture (D) ratio should be made adjustable for each collimator. At least two L/D modes should be made available within the range of 70-100. The entire imaging system must be capable of producing a category 1 film per ASTM E545. For neutron radiography, a detector collectively refers to both a converter and image recorder. [1] Two types of image recorders are required; they are film and two forms of digital detection. Digital image spatial resolution should be in the range of 125-200 microns. References: [1] Anderson, Ian S., et al. Neutron Imaging and Applications: A Reference for the Imaging Community. Springer US, 2009. Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Technical Services. Provide contractors experience (details and timeframe) working in this area. Also include any equipment model numbers etc which might apply. Respondents shall also provide the firms name and address, point of contact information with telephone number and email address, Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.) for the efforts cited above. This sources sought is for informational purposes only. This is not a Request for Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ) or Invitation for Bid (IFB) or RFP, if any issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. TheU.S.Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will bepublished. No award will be made as a result of this marketsurvey. All information is to be submitted at no cost or obligation to the U.S. Government by 31 May 2021 to the U.S. Army Contracting Command New Jersey, ATTN: Anthony Bleakley, Building 9, Picatinny Arsenal, NJ, 07806. Electronic submittals are preferred and should be sent to Email: anthony.j.bleakley.civ@mail.mil. Phone inquiries will not be addressed; all requests should be submitted in writing via email. Respondents will not be notified of the results of the survey. In addition, please provide the firms name and address, point of contact with telephone number and email address, and size of business (small/large) per the listed NAICS code.
