Description
THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. �THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. �THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. � The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15B60021B00000001 for the award of a firm-fixed-price construction contract for a project entitled Emergency Repair of Leaks at the Taft Correctional Institution (Taft CI), located in Taft, California. Taft CI is a federal correctional facility located at 1500 Cadet Road, Taft, California, 93268. �The work to be performed in association with this project includes the following scope: � EMERGENCY REPAIR OF LEAKS� The contractor shall provide all labor, materials, equipment to complete the Emergency Repair of Leaks project at Taft CI. Requirements for this project will include but are not limited to; The Federal Bureau of Prisons (FBOP), Federal Correctional Institution in Taft, CA intends to make a single award to a responsible entity to provide all necessary Engineering, permitting, testing, equipment, labor, materials, and incidentals to design and construct 1.) A new 4"" connection to a fire riser located in Housing Unit A4 to include replacing the existing Post Indicator Valve (PIV), 2.) A repair to two 10"" Chilled Water Loop lines located at the institutions Power Plant (Supply and Return), these lines are encased in a slurry of concrete from original construction. Other distribution lines are located in the same slurry of concrete and may need attention. �3.) A repair to a leak in the 4� Domestic Water line supply located at the institutions Power Plant. 4.) A repair to a leak in the 8� Hot Water Loop and a 10� Chilled Water Loop located within the secure perimeter of the institution. �The Statement of Work/Specifications attachment included with the solicitation will provide complete requirements for the project. � The solicitation will be available approximately June 1, 2021. �The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. �The website provides download instructions. � Access to the specifications and drawings attachments will require an active vendor registration at https://beta.SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration. �If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between� $1,000,000 and $5,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. �It merely conveys that the estimate/budget lies somewhere within that range). �The North American Industrial Classification System (NAICS) code applicable to this requirement is 238990 with a corresponding small business size standard of $16.5 million. Any secure/locked documents uploaded with the solicitation will require an active Federal Business Opportunities (FedBizOpps.gov) vendor registration (log in) for access as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM.gov) registration. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. Per FAR 4.1102(a), contractors are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirement. Ensure all information in your registration is current and up to date to ensure contract award is not delayed, This is a 100 percent small business set-aside. �In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above(see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above). Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. �The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. �The FBOP has no privity of the contract with subcontractors.
