36C24921Q0310 INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole-source, contract to Data Innovations LLC, 120 Kimball Ave Ste 100, South Burlington, VT, 05403 for the Lexington VA Health Care System, 1101 Veterans Drive, Lexington, KY 40502. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."" The contract is expected to be awarded under FAR 13.106-1 (b). Period of Performance: Base Year: 06/28/2021-06/27/2022 Option Year 1: 06/28/2022-12/20/2022 NAICS code: 511210 SBA Size Standard: $41.5M PSC: DA10 Statement of Work Scope of Work: Data Innovations shall perform the following Professional Services under this SOW: Auto-verification Prerequisites: Install the latest released version of Instrument Manager Software ( IM ) onto Customer provisioned IM production, failover, and test servers Assist with archiving setup on IM production server Assist with installing IM Thin Client application on identified workstations Assist with User Security setup Assist with interfacing of Vista test system with IM test system Assist with the installation and setup of the nationally approved Vista Auto-Verification ( AV ) driver Pre-Implementation Project Planning: Update list of Customer Key Project Stakeholders and provide documentation of additional Stakeholders to DI with information to include phone number and email address for each Stakeholder Review AV project plan with Customer Key Project Stakeholders, including identifying escalation pathways Make any necessary timeline adjustments Create a schedule of working sessions, recurring status meetings and leadership meetings for the duration of the AV project Set deadline for scheduling Go-Live Set Go/No Go deadline and criteria Determine action items and schedule follow up meetings as needed Auto-Verification ( AV ) Workflow Development: a. Design and implement AV rule sets for eleven (11) unique low complexity instrument workflow configurations for the follow instrument platforms: One (1) DiaSorin LIASON One (1) Abbott Alinity-m One (1) BioRad Evolis One (1) EuroImmun Sprinter XL One (1) Stago Compact Max One (1) Cepheid GeneXpert One (1) BioFire Torch One (1) Polymedco OC Auto 80 One (1) BioRad D100 One (1) Beckman IRIS One (1) Radiometer (blood gas) b. AV rules shall be based on data provided from lab standard operating procedures ( SOPs ), which may include one or more of the following categorical rules types: QC Rules/Hold for QC (Unity Real-Time integration) Rerun Result Comparison Processing Error Flag Processing Serum Indices Processing Result Format Processing Reference Range Processing Critical Results Processing Rerun Processing Delta Check Processing Calculation Processing Specimen Integrity Processing Reflex Test Processing Laboratory Information System ( LIS ) Format Processing Validate or Hold for Review Processing *note: The final rule set will be customized to the needs of the applicable instrument and workflow. Not all rule types will be used in every workflow, and some rule types may be needed outside of those included in this list. Multiple like instruments may share one configuration Provide tutorial on Rule Set maintenance Provide tutorial on creation and execution of test cases within the IM rules engine Provide guidance on rules validation techniques and assist with troubleshooting and/or modifying rules, as needed, during the validation phase Assist with creation and customization of Specimen Management workspaces to manage test results Assist with setup of Notifier for up to three (3) light poles Provide up to three (3) days of dedicated remote Go-Live assistance for each AV workflow in scope Professional Service Considerations: All instruments must be able to be taken out of the live (current production) interface environment if applicable, and available to be connected to Instrument Manager during all testing phases Pre-scheduling testing sessions in advance with lab operations around peak production times can help mitigate delays All instruments must be able to be connected to the production and mirror member servers where Instrument Manager is installed. Any issues with network compatibility must be resolved by Customer IT/Network resources Laboratory technologist(s) are required to be available as needed during testing sessions to maintain, operate, configure, and troubleshoot instruments, set up assays, and otherwise assist with testing Validation of all IM rules is the responsibility of Customer. This includes creating and executing a validation plan. DI will resolve any issues identified during the validation that are related to the scope of this project Customer is required to have at least one (1) resource that is trained and proficient in Instrument Manager identified to be an IM analyst for the duration of this project. Customer IM analyst(s) are required to have appropriate access and permissions to the server for the duration of the project. Delays in obtaining appropriate access will delay the start of this phase and may delay the overall project timeline All activities defined in the project scope including Go-Live support will take place remotely Performance of the Professional Services requires that Customer is current on all Maintenance and Support Services fees for all existing and new DI Software licenses. DI will not be able to schedule the start of the Professional Services until the current/active status of Customer s Maintenance and Support Services has been confirmed. Additional tasks may be required based on Customer s specific installation. DI and Customer will discuss and mutually agree in writing to any additional tasks prior to performance by DI. Work Product. Upgrade to latest released version of IM onto IM production, disaster recovery and test instances of Customer-provided servers (as required) Development and implementation of AV rule sets for eleven (11) unique low complexity instrument workflows as detailed in Section 2.1. of this SOW Specimen Management Workspaces configured for reviewing rules-held results on instruments configured for AV Tutorial on rules maintenance, rules testing techniques, and Specimen Management workspaces Remote testing and troubleshooting support in preparation for Go-Live Up to three (3) days of dedicated remote Go-Live assistance for each of the eleven (11) AV workflows in scope
