- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21Q0023 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $16.5M.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein.� A total of 30 vibracores are to be drilled within the Shallotte Inlet area encompassing Shallotte Inlet Crossing, Shallotte River Crossing, and Shallotte Inlet, and a total of 5 vibracores are to be drilled adjacent to New River Inlet in the Atlantic Intracoastal Waterway. Within the investigation areas, the ocean floor elevation ranges from about 0 ft. to -25 ft. MLLW.� The results from this subsurface investigation will be utilized to identify beach compatible sands to support the Ocean Isle Coastal Storm Risk Management (CSRM) Project and Atlantic Intracoastal Waterway (AIWW) Navigation Projects. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provision 52.212-2. Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to BOTH Rosalind.m.shoemaker@usace.army.mil and Alicia.g.evans@usace.army.mil. ��No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn�t complete until after the deadline, the submission will be considered late.
