Description
Pre-Solicitation Notice Construction Contract Maintenance and Improvement Dredging, Portsmouth Harbor, Piscataqua River, Newington, NH and Eliot, ME USACE New England District The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for dredging, blasting and rock removal in the Piscataqua River, Newington, NH and Eliot, ME. Draft plans and specifications are being made available through this pre-solicitation notification in order to provide potential bidders the opportunity to provide comments that the District may consider while finalizing the plans and specifications. Comments may be sent to Elizabeth Glasgow, Contract Specialist @ elizabeth.k.glasgow@usace.army.mil no later than 31May 2021. The final solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June 15, 2021. This will be an unrestricted Invitation for Bid. The NAICS code for this procurement is 237990 with a size standard of $30M. The estimated construction cost is between $10,000,000 and $25,000,000. Any responsible source meeting the required standards may submit a bid to be considered by the New England District. This project consists of the maintenance dredging of 2,300 cubic yards (cy) of ordinary (sand) material at the upper-most end of the Portsmouth Harbor Federal Navigation 35-foot deep channel and turning basin, and the improvement dredging of approximately 674,800 cubic yards (cy) of ordinary (glacial till/outwash/clay) material and 14,700 cy of hard (rock) material to expand the existing 35-foot deep turning basin at the upper-most end of the Portsmouth Harbor Federal Navigation Project.� All depths refer to the plane of Mean Lower Low Water (MLLW).� The dredging work will be accomplished by using a mechanical dredge and scows with disposal work being accomplished using bottom dump scows for in-water placement and pump offloader(s) and hydraulic pipeline for beach placement.� The removal of the hard material will require submarine drilling and confined blasting.� The ordinary and hard (rock) material dredged to maintain and improve the Federal Navigation Project will be transported in scows and disposed of at four separate disposal locations.� All hard (rock) material and approximately 182,300 cubic yards of the ordinary material will be disposed of at the Isle of Shoals North (IOSN) Disposal Site, located in the Gulf of Maine, approximately 12 nautical miles east of Portsmouth, New Hampshire.� Of the remaining quantity of ordinary material, approximately 192,500 cubic yards will be disposed of at the Salisbury and Newbury Nearshore Disposal Sites located offshore from Salisbury and Newbury, Massachusetts, approximately 16 nautical miles south of Portsmouth, and approximately 300,000 cubic yard will be placed as beach fill at Nantasket Beach located in Hull, Massachusetts, approximately 55 nautical miles south of Portsmouth.� In order to accomplish all dredging requirements within the specified dredging window the Government will include definitive responsibility criteria requiring the Contractor to demonstrate project experience, within the last ten (10) years, in the following requirements: Definitive Responsibility Criteria should demonstrate project experience, within the last ten years, for the following requirements: � Do you have experience mechanically dredging a minimum of 200,000 cubic yards in one consecutive 30-day period? Yes or No Do you have experience with mechanical dredging in tidal waters greater than 30 feet deep with disposal of dredged material in open waters? Yes or No Do you have experience with underwater confined drilling and blasting of rock in tidal waters greater than 25 feet deep? Yes or No NOTE: All three definitive responsibility criteria must be met in order to be considered for award. Under this contract the successful offeror will be required to provide the equipment and materials required for the removal of dredged material and rock from the aforementioned turning basin and disposal of material at the four disposal sites. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP).� Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the beta.sam.gov website (https://beta.sam.gov/). Amendments, if any, to the solicitation will be made available at the https://beta.sam.gov/ website. This notice does not commit the U.S. Government to contract for any supply or service.
