Description
This is a Request for Information (RFI)/Sources Sought (SS) announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. The purpose of this announcement is to gain knowledge of potential qualified businesses interested and capable of providing complete window and screen cleaning services at the VA St. Louis Health Care System (locations listed below). This RFI/SS is part of the market research being conducted. The Government will determine whether or not the requirement warrants a set aside for small business. For the purpose of this RFI/SS announcement, the North American Industry Classification System (NAICS) code is 561720 with a size standard of $19.5M I. OVERVIEW: Scope of Work: The contractor shall furnish all labor, travel, lodging, per diem, supervision, materials, supplies, and equipment necessary to accomplish complete window and screen cleaning services at the VA St. Louis Health Care System as described herein that identify the buildings and the estimated number of windows and screens that require cleaning. Services include, but are not limited to, windows (inside and outside), cleaning of window frames, screens, sills (inside and out), sashes, and replacement of any window units or fixtures damaged during accomplishment of contracted services. Locations: Services shall be furnished on-site at the following locations: Jefferson Barracks (JB) Division, #1 Jefferson Barracks Drive, St, Louis, MO 63125 John Cochran (JC) Division, 915 North Grand Ave., St. Louis, MO 63106 Hope Recovery Center, 515 North Jefferson Avenue, St. Louis, MO 63103 Performance Period: The Contractor shall furnish the required services commencing with the effective date of award, unless otherwise directed by the CO, and shall provide the required services until the date of contract expiration. For the base year of the contract work will commence no later than two (2) weeks after receipt of award and the job shall be complete within six (6) weeks after commencement. In subsequent option years, if exercised, all windows and screens will be cleaned once a year during the month of July. Type of Contract: Firm-Fixed-Price. Extension of Contract. This contract may be extended for up to four (4) one (1) year option periods at the option of the VA in accordance with FAR 52.217-9, Option to Extend the Term of the Contract, and up to six (6) months in accordance with FAR 52.217-8, Extension of Services. Notice of an extension must be served in writing by the VA prior to the scheduled expiration date. An extension may be exercised subject to the continued acceptable performance and responsibility of the Contractor, the continued requirement for services, and the availability of funds. Contract Award Meeting: The Contractor shall not commence performance on the tasks in this contract until the CO has conducted a kick-off meeting or has advised the Contractor that a kick-off meeting is waived. Services required: Contractor shall furnish all labor, materials, tools, supplies, supervision, and equipment necessary to complete window washing services as described herein that identify the buildings and the estimated number of windows and screens that require cleaning. Services shall include, but not be limited to: Cleaning windows (inside and out) including screens Cleaning frames. sills, and sashes (inside and out) Replacing screens after cleaning - note some screens are screwed in and tools will be required to remove and replace them. Removal and re-hanging inside blinds that may hamper cleaning. Access tools: The Contractor shall provide all tools such as ladders, ropes, fixed and suspended scaffolding, tool extension, etc. required to access the exterior of windows and the screens. Standards: All cleaning tasks shall be accomplished to meet all standards as follows: Remove all paint, dirt, soil, and other substances that may be found on the windows. After cleaning, windows must be streak and spot free. Screens removed for cleaning must be replaced and securely fastened. Some screens may be attached by screws that will require tools to remove. All damages caused by contractor's personnel will be repaired to previously existing condition at contractor's expense. All work is to be performed in accordance with the guidelines established by Federal, State, and Local laws/ordinances and with the contractor s procedure s manual and quality control manual. Contractor must follow OSHA guidelines, policies, procedures, and directives, as well as fire and safety regulations of the VA St. Louis Health Care System. Work of the contractor is to be coordinated to prevent conflicts with the treatment of patients and the functioning of the facility. No medical apparatus will be moved without approval. The contractor personnel must report to EMS prior to beginning work for each day and shall report back to EMS what they accomplished during the day before leaving the VA St. Louis Health Care System grounds. For the Jefferson Barracks (JB) Division, report to Bldg. 52, Room GS22. For the John Cochran (JC) Division, report to Bldg. 1, 9th Floor, Room A920. Contractor personnel must wear identifying clothing, such as caps or shirts with contractor logo while on facility grounds. Contract project manager is to submit to EMS, the plan for how areas/rooms are to be serviced each workday. The Contracting Officer Representative will notify the Contractor within twenty-four (24) hours after cleaning of a window has been accomplished by the Contractor of any windows or screens that do not meet the quality standard specified in Standards (a) above and as a consequence will require re-cleaning. Contractor is required to re-clean where deficiencies have been noted at no additional expense to the VA St. Louis Health Care System. Re-cleaning is to be accomplished within five (5) working days of identification. Re-cleaning is required until the deficiency has been corrected. Payment will be withheld until all areas are cleaned to the satisfaction of the VA St. Louis Health Care System. Rejected work: The government will notify the Contractor within twenty-four (24) hours after cleaning of a window has been accomplished by the Contractor of any windows or screens that do not meet the quality standard specified in section (c) (3) (A) above and as a consequence will require re-cleaning. Contractor is required to re-clean where deficiencies have been noted at no additional expense to the VA. Re-cleaning is to be accomplished within five (5) working days of identification. Re-cleaning is required until the deficiency has been corrected. Payment will be withheld until all areas are cleaned to the satisfaction of the VA. Hours of Operation: Normal business hours are 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal Holidays. The ten holidays observed by the Federal Government are: New Year's Day, Martin Luther King's Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving, Christmas and any other day specifically declared by the President of the United States to be a national holiday. Scheduling: The contractor shall provide a written work schedule identifying when the work will be accomplished no later than the date identified in this solicitation for work to begin. For example: A schedule identifying when work will be accomplished shall be furnished at time of contract award. All work must be scheduled through the Contracting Officer s Representative. Invoicing and Payment. Invoices shall be submitted in arrears annually after completion and upon written acceptance of all work by the COR. Invoices will be processed as specified in section B.1. No advance or progress payments will be authorized. Each day, upon arrival at the VA Medical Center all Contractor personnel shall be required to report to the VA Medical Center Police for a temporary ID. They must then report to EMS to coordinate that day s work area and at the end of the day they shall report back to EMS and report what they accomplished during that day. The Contractor shall maintain Workers Compensation, General Liability and Property Damage Liability insurance as required by the state of Missouri and contract section C.4 52.228-5 INSURANCE WORK ON A GOVERNMENT INSTALLATION (JAN 1997) and section C.5 SUPPLEMENTAL INSURANCE REQUIREMENTS. SPECIAL REQUIREMENTS. Hours of Coverage: The contractor will provide all required services within the normal business hours (7:00AM to 4:30 PM (CST) M-F). All services shall be performed during these normal hours of coverage unless the contractor wishes to furnish services at a time that is outside of the normal hours of coverage, at no additional cost to the Government, the contractor submits a request to the COR prior to the proposed start of the work, and the request is approved in writing by the COR before work is begun. Exposure to blood borne or infectious material: There is a potential for exposure to blood borne or other infectious material with surfaces throughout the medical centers. All Contractor personnel must use the Universal Precautions (i.e. decontamination of medical equipment, wearing protective gloves, aprons, and goggles) during cleaning and maintenance/repair procedures. Identification, parking, smoking and VA regulations: Contractor s personnel shall wear visible identification at all times while on the premises of the VA. Identification shall include, as a minimum, the employee s name, position, and the contractor s trade name. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from VA Police Service. VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not local district, state, or municipal court. Smoking is prohibited on the VA premises.
