- Description
- FEMA has a requirement for six (6) Archaeologist in the Commonwealth of the Northern Mariana Islands.� Local Archeologist or Archeologist with experience in Saipan and Tinian are preferred.� This is only a Request for Information to determine if the capability exist on the island or within the region.� Due to the impending time frame an 8A company is preferable but FEMA understands that due to the specialized skill set required that may not be possible.�� Currently there is no funding available and a request for proposals is not guaranteed � this is for information purposes only. � Below is the Skill set required: One (1) ARCHAEOLOGIST (SENIOR) Senior-Level archaeologist shall have knowledge of the following skills and experience: Meet the Secretary of the Interior's (SOI) Professional Qualifications Standards for archaeology Meet qualification requirements as outlined in the ATP (attached) 10 or more years of experience in archaeology and cultural resources management Experience with CNMI and HI archaeological resources including a detailed knowledge of the local history, material culture, and archeology Experience with military World War II (WWII) sites/material culture Experience/training in identifying human remains Knowledge of mid-20th century Japanese material culture Knowledge of colonial Spanish material culture (ceramics) Experience with NHPA compliance for the PA and IA Program and other FEMA grant programs in Region IX Experience conducting analyses/investigations, requesting and utilizing cultural resource data search reports, preparing cultural resources reports, coordinating/consulting with the CNMI and HI Historic Preservation Officers, and utilizing FEMA Programmatic Agreements Experience conducting archaeological surveys, archaeological monitoring, and preparation of reports Experience in the development, preparation, and implementation of Data Recovery Plans (DRP), Archaeological Treatment Plans (ATP), laboratory processing, analysis, reporting, curation and dissemination of research Experience in the recovery of human remains, determination of ancestry, and reinternment Strong organizational/managerial skills Ability to manage multiple simultaneous archaeological monitoring projects Flexibility with changing schedules and priorities Ability to represent FEMA as a Contractor monitoring team to all parties: region, FEMA, CNMI and Hawaii Program staff, contractors, Historic Preservation Officers, and Applicants Effective communication skills both written and orally Skill to become a productive member of multidisciplinary Environmental and Historic Preservation compliance team capable of holistic approach to project management and compliance requirements Experience managing archaeological support for large, complex projects that require precise and frequent data management Experience managing archaeological support for large, complex projects that involved multi-agency and stakeholder coordination Five (5) ARCHAEOLOGISTS (MID-LEVEL) Mid-level archaeologists shall have knowledge of the following skills and experience: Meet the Secretary of the Interior's (SOI) Professional Qualifications Standards for archaeology Meet qualification requirements as outlined in ATP (attached) 5 or more years of experience in archaeology and cultural resources management Experience with CNMI and HI archaeological resources including knowledge of local prehistoric material culture /archaeology/ history Experience with military (WWII) sites/material culture Experience/training in identifying human remains Knowledge of mid-20th century Japanese material culture Knowledge of colonial Spanish material culture (ceramics) Experience conducting analyses/investigations, requesting and utilizing cultural resource data search reports, preparing cultural resources reports, coordinating/consulting with the CNMI and HI Historic Preservation Officers, and utilizing FEMA Programmatic Agreements Experience conducting archaeological surveys, archaeological monitoring, and preparation of reports Experience in the development and preparation of DRPs, ATPs, laboratory processing, analysis, reporting, curation and dissemination of research Experience in the recovery of human remains, determination of ancestry, and reinternment Effective communication skills both written and orally Experience supporting large, complex projects that require precise and frequent data management Experience supporting large, complex projects that involved multi-agency and stakeholder coordination
