- Description
- The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing equipment for a nodal seismograph system in accordance with the specifications described below. The sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and associated size standard 750 employees apply to this announcement. All responsible sources may submit a brochure and/or technical specifications detailing the ability of their product to meet the specifications included with this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to glewando@usgs.gov and must be uploaded and received in their entirety no later than May 25, 2021 at Noon ES. Responses submitted by hardcopy will not be accepted or considered. Minimum Technical Specifications for Nodal Seismograph System These devices integrate the power supply, three orthogonal seismic sensors, digitizer, data recorder, and GPS for timing and location into a single, sealed unit. They will be used on both hard rock as well as soil surfaces, and will be used across diverse climates and conditions, ranging from alpine to equatorial. They will be subject to extreme cold and heat and will be installed at unmanned sites in remote locations both domestically and internationally as part of independent and large-scale collaborative projects. Low power and dependability are essential to operational success. NOTE: Please clearly identify each specification that cannot be met in your response. The following specifications apply: 1. A nodal seismograph system that is expandable to more than 10,000 units. 2. Each seismograph must have three-Component Recording (channels, 1 vertical and 2 horizontal), with no required external wires. 3. Consist of a single sealed unit, in which the power source (battery), three orthogonal seismic sensors (one vertical and two horizontal components), digitizer, data recorder, and GPS are all integrated and housed within a single dust/waterproof case (to IP67 standard or better). 4. Each seismic sensor has a minimum frequency bandwidth of 0.2 to 150 Hz, with less than 0.1% distortion with a generator constant greater than 100 V/m/s. 5. The digitizer has a minimum dynamic range of 120 db. 6. Total instrument self-noise is less than the National High Noise Model curve for 0.2-150 Hz and is less than the National Low Noise Model curve for the 0.2-1 Hz frequency band. 7. Sustained timing accuracy during recording must be less than or equal to plus or minus 10 microseconds, and is GPS disciplined. 8. Units must be primarily designed and suitable for surface installation requiring no actual ground penetration or permanent alteration of the ground surface. Instruments must use leveling feet instead of the more typical spike-mount installation system. 9. Units must be dimensionally stable and resistant to tipping in open surface installations, with the width (or diameter) dimension being near to or greater than instrument height. 10. Total weight of each instrument less than 6 lbs, including internal battery. 11. Will operate and record data for a minimum of 27 days without connection to external power. 12. For each seismograph, the Recharge Time of the battery (from total discharge) must be less than 6 hours. 13. For each seismograph, the Charging Temperature Range must be +3oC to +40oC, or better. 14. Must have accessories to allow for bulk recharging of batteries for at least 16 units per cycle 15. Will have internal data storage of at least 32GB of memory for at least 50 days of recording at a 2 msec sampling rate and expandable to 64GB for longer deployments. 16. Must have accessories to allow for bulk downloading of instruments or data cards for at least 4 units per cycle. 17. Each seismograph battery must be replaceable by scientists in the field. 18. Scientists must be able to purchase additional batteries, as needed 19. Can continuously record through a broad range of temperatures (-40C to +70C). 20. Can sample as rapidly as 0.25 msec with a 24-bit analog to digital conversion. 21. Has support for external power if needed for deployments longer than one month. 22. Must have an external indicator for battery level and working status. 23. Provide for Wi-Fi or Bluetooth capability internally and have robust and reliable remote firmware update capability. 24. USGS must be able to purchase its own computer server separately from that of the vendors node system. 25. Programming/downloading/processing software must be included. 26. Each seismograph battery must be replaceable by scientists in the field. 27. USGS must be able to purchase additional batteries, as needed 28. Must be in current production and use and have established, proven, and acceptable performance histories. This acquisition is directed at purchasing an existing product, not at product design and development.
