Description
Crooked Creek Lake Boat Ramp Road Erosion Repair Project 2021 Synopsis The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the repair of several erosion issues and implementation of preventative measures in defense against future erosion issues at Crooked Creek Lake Boat Ramp Road, Ford City, Armstrong County, PA. �The contract has been divided into a base and seven (7) awardable options and generally includes improvements to surface drainage measures to reduce the likelihood of future erosion, buttressing the Boat Ramp Road embankment in an area of significant erosion, and pavement replacement/rehabilitation at various locations along Boat Ramp Road adjacent to Crooked Creek Lake.� The major features of the requirements are identified below: The base contract scope of work specifically includes the removal, replacement, and modifications to existing site drainage features including riprap lined channels, culverts, and catch basins. Earthwork including excavation and disposal of excess materials. Toe bench excavation and riprap buttress construction. Existing culvert cleaning, televising, and slip lining. Full-depth pavement replacement and subdrainage installation. Asphalt milling and overlay. And, the removal and replacement of guiderail. There will be seven (7) awardable options. The scope of work for the awardable options specifically includes the cleaning, televising, point grouting repair, and slip lining of two existing culverts ranging from 24-inches to 36-inches in diameter and 70 feet to 90 feet in length. Fine grading of an approximate 0.2 acre flat camp area to promote positive drainage to existing and proposed surface drainage features. Asphalt milling and overlaying additional portions of Boat Ramp Road. And, the resurfacing of existing parking lots contiguous with Boat Ramp Road. The work is to be performed at various locations throughout the length of Boat Ramp Road. Boat Ramp Road provides access for recreationists and for several residents that live in dwellings situated along the adjacent, privately owned Rummel Road.� Since Boat Ramp Road provides the only means of access, appropriate traffic control measures and construction sequencing are necessary to maintain at least one open travel lane at all times during contract duration.� Surplus, excavated soils are planned to be disposed of on-site at a designated excess material stockpile.� Other excavated materials (exceeding the capacity of the designated excess material stockpile), concrete rubble, and other construction waste material will be disposed of at a commercially permitted facility licensed to accept the waste or recycled if applicable. The work shall be completed within 365 calendar days after written Notice to Proceed. The estimated cost of the proposed work is between $1,000,000.00 and $5,000,000.00. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract.� All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 3 June 2021, online through beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to https://www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 237310 �Highway, Street, and Bridge Construction� and the small business size standard is $39.5 Million.
