- Description
- The U.S. Army Contracting Command, Redstone Arsenal, Alabama is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Engineering Services (ES) in support of the Tube�Launched, Optically-Tracked Wireless-Guided Weapon System (TOW). This effort supports the TOW family of missiles, the M41 series of TOW Improved Target Acquisition System (ITAS) including the Modified ITAS, the M220 series of TOW systems and associated equipment. The Government does not own a full Technical Data Package (TDP) for the TOW ES. The TOW ES effort supports the production, deployment, and design maintenance of all TOW Weapon System missile variants including, but not limited to, TOW 2A, TOW 2A Practice, TOW 2B Aero, Bunker Buster, TOW 2B Gen 2, and TOW missile launchers. The launcher portion of the TOW Weapon System has several variants that add to the complexity of this effort; including the M220 TOW, Improved Target Acquisition System (ITAS), and the Modified ITAS (MITAS) for the Stryker vehicles. The TOW ES requirement includes logistics management capability, configuration management, product assurance support, special engineering studies, system engineering, failure analysis, test and evaluation, equipment publications, redesigns due to obsolescence, test evaluation material for repairs, reset, field service representative support and contractor repairs. While there is a separate contract for logistics support, the TOW ES contract provides engineering and logistics support for issues that affect the overall TOW Weapon Systems across the variant lines. Additionally, it fills engineering and logistics requirements that are not covered by other TOW contracts for specific launcher variants. The Government intends to award a modification to the existing TOW ES contract with Raytheon Company for this requirement utilizing other than a Full and Open Competition (FAOC) approach in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. The proposed North American Industry Classification Systems (NAICS) Code for this effort is 541330, which has a corresponding Size Standard of $38.5M. The anticipated contract period of performance is approximately 01 August 2021 through 31 May 2024. This action is limited to US Based Companies with approved facilities for classified information and will require personnel that are US citizens with a Secret security clearance. 2 There is no Solicitation at this time. The request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is strictly voluntary. The Government assumes no financial responsibility for any costs incurred for preparation of responses to this sources sought notification or any follow up information requests. All responses will be considered. Extraneous materials (brochures, manuals, etc.) will not be considered. If your organization has the potential capacity to perform these contract services, please provide the following information: 1. Organization name, address, POC, email address, web-site address, telephone number, and size and type of ownership for the organization. Please provide your Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. 2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Additionally, provide a description of similar services offered to the Government and/or to commercial customers for the past three years. Submission Instructions: Responses shall not exceed 15 pages and use Times New Roman or Arial 12-point font size. Interested parties who consider themselves qualified to perform the above listed requirement are invited to submit a response to this Sources Sought Notice by 12:00 P.M. CST on 21 May 2021.
