- Answers to Questions from solicitation: *See Attachment 10- Amendment PWS UK* Q). Can you confirm that this level of contract management is required and this level of trucks and vans. � ��������������� A). Yes, please see revised PWS Paragraphs 4.9.1.1.1. / 4.9.2.1.1. and 4.9.3.1.1.� � Q). Usually this minor detail would be discussed during site visits prior to submission but obviously in this process hasn't been allowed due to COVID restrictions.� The reason for asking is that the tender is 2017 was unclear and led to some discussions around what the sites wanted once we were in position.� � ��������������� A). You will need to reach out to the local COR to determine whether or not a site visit can be accomplished, we are unaware of any local COVID related restrictions.� Revised WMS descriptions and installation HWMP are included in the attachments. Q). For example the Mildenhall document states site only open 12 midday - 5pm but we currently supply a site operative for all day Mon-Fri. � ��������������� A). Section 4.9.3.3. has been revised to state: �the Contractor shall perform receiving services at the HWSA (Building 820), Monday through Friday from 1230 � 1530 hours, and at the waste oil accumulation point facility (Building 1578) on Wednesday from 1000-1100 in order to receive HW from base personnel as outlined in the RAF Mildenhall HWMP. Combined Synopsis/Solicitation SP450021R0006 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i?xvi). Work will consist of the removal, transportation, and disposal of government generated hazardous and non?hazardous wastes located on military installations in and around United Kingdom. ---------------------------------------------------------------------------------------------------------------------------------------------------------- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450021R0006 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective March 10, 2021. (iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211. (v) See Attachment 1 for the Price Schedule. (vi) See Attachment 2 for a Description of the Requirement and PWS. (vii) The contract is anticipated to have a 30- month base and 30- month option period. (viii) The provision at FAR 52.212?1, Instructions to Offerors ?? Commercial, applies to this acquisition. See Attachment- 6 for addenda to the provision and Attachment 8- for the Past Performance Questionnaire. (ix) The provision at 52.212?2, Evaluation ?? Commercial Items, applies to this acquisition. See Attachment- 7 for addenda to the provision. (xi) The clause at 52.212?4, Contract Terms and Conditions ?? Commercial Items, applies to this acquisition. (xii) The clause at 52.212?5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ?? Commercial Items, applies to this acquisition. See Attachment- 9 for 52.212?5 clauses applicable to this acquisition. (xiii) See Attachment- 9 for additional contract terms and conditions. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable. (xv) Proposals are due by 1800 PST on June 11, 2021. The cut?off date for the receipt of offeror questions is noon EST on May 14, 2021. Questions received after that time may not receive an answer.
