Description
The U.S. Army Contracting Command � Aberdeen Proving Ground, Natick Division, on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), Joint Project Manager for Chemical Biological Radiological and Nuclear � Medical (JPM-CBRN-Medical), Joint Project Lead � Enabling Biotechnologies (JPL-EB) intends to issue a full and open competition solicitation for Transition, Storage, Inventory, Retrieval, Distribution, and Disposal of Government Owned Enabling Biotechnologies Biological Defense and Pharmaceutical-Related Material. The anticipated period of performance is 60 months after date of contract award, comprised of one 12-month base period with four 12 month option periods. The solicitation may result in a firm fixed price contract for transition, storage, distribution, receipt, and disposal of Government owned biological and pharmaceutical-related material, such as vaccines and drugs subject to regulations administered by the US Food and Drug Administration (FDA), the United States Pharmacopeia (USP), and other related federal agencies. Such material may include, but is not limited to, vaccines, drugs, other biologics, laboratory samples, or clinical samples. Storage conditions required will include refrigerated, controlled room temperature, freezer, ultra-low freezer, and liquid nitrogen vapor phase. Offerors will be required to comply with Current Good Manufacturing Practices (cGMP) and Current Good Laboratory Practices (cGLP). Interested parties must be capable of successfully executing or managing the required services. Data generated under the contract will be considered Department of Defense Controlled Unclassified Information (CUI) and fall under ITAR 120.10 whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2778, et seq.) Violations of United States export laws are subject to severe criminal penalties. The North American Industry Classification System (NAICS) code for this procurement is 541990. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM) database. Interested sources are advised to carefully read the attachments. Proposal costs or any responses to this notice shall not be reimbursed. No telephone calls will be accepted.
