- Description
- Project Description: Renovation of Building 600 for Airman Leadership School (ALS). UPDATE: See extended bid due date and bid opening date below for more information. A. The resulting contract will be a Firm-Fixed Price construction contract. See attachments for more information. B. This is a competitive HUBZone Set-Aside IAW FAR 6.302-5(b)(4) , NAICS: 236220, size standard $39.5M. C. The project magnitude is between $250,000 and $500,000 IAW FAR 36.204(d). D. 20% Bid Guarantee is required to be submitted with the offer IAW FAR 52.228-1. Contractor that fails to include a valid bid bond at the moment of bid opening will be rejected by the government (FAR 28.101-4). E. Performance and Payment Bond is required after contract award. F. New Mexico Wage Determination NM20210036 dated 01 January 2021 applies to this contract. G. Period of performance shall not exceed 120 calendar days after receipt of notice to proceed (NTP). H. Bid expiration date shall be 30 September 2021. I. Bid due date is extended to 1 June 2021, Tuesday, 2:00 PM MDT. Bid opening date is�on 2 June 2021, Wednesday,�1:30 PM�MDT (see Amendment 0002).�Please call in at 575-784-0104 10 minutes prior to bid opening. J. Submission of questions/clarifications is extended to COB�20�May 2021 (Thursday)�and shall be sent in writing to jermaine.villareal.1@us.af.mil, darrell.thornburgh@us.af.mil, and ryan.fowler.1@us.af.mil. K. Interested contractors must inform the contracting office if a site visit is desired or if drawings/photos would suffice. Site visit will be held on 18 May 2021, 1:00 PM MDT. If interested, please e-mail jermaine.villareal.1@us.af.mil, darrell.thornburgh@us.af.mil, and ryan.fowler.1@us.af.mil.�Due to COVID Guidance and base policies, Cannon AFB has mandated an exception to policy process which must be approved for contractors outside of Clovis City prior to travel into New Mexico. Be advised that contractors must allow the Government at least 14 days to get this approval. L. This solicitation utilizes Sealed Bidding Process. This procedure permits the award of a contract to the lowest price, responsive, and responsible offeror. Submission of bids: To be considered for award, a bid must comply in all material respects with the invitation for bids, including but not limited to, Statement of Work, Specifications, and Drawings. Such compliance enables bidders to stand on an equal footing and maintain the integrity of the sealed bidding system. Bids shall be filled out, executed, and submitted in accordance with the instructions in the invitation. Bidders must submit bids to be opened at the time and place stated in the solicitation for the public opening of bids. The use of electronic commerce is authorized for submission of bids. Evaluation of bids: Bids shall be evaluated without discussions and will be evaluated based on price and price-related factors. Contract award: Award will be based on the lowest price bid that is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price-related factors included in the invitation. A firm-fixed price contract will be awarded to a qualified and responsible HUBZone small business concern who submitted a responsive and lowest priced offer. M. In accordance with FAR 4.1102, offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). �The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor's SAM registration.
