Description
Scope of Work: Bolar Mountain Recreation Area reconstruction of the wastewater system. The work includes the decommissioning of existing wastewater infrastructure as indicated (The current wastewater system serves four campgrounds (138 campsites total), two dump stations, and restrooms for a swimming beach/picnic area. Wastewater is collected and pumped to a centralized Rotating Biological Contactor (RBC)/sand filter package sewage treatment plant. The treated sewage is discharged into Lake Moomaw under VPDES Permit 0032123 at 13,000 GPD. The existing package sewage treatment plant is approaching 40 years old and has experienced operation and maintenance issues.) and installation of new gravity sewer, pressurized sewer, concrete septic/settling/equalization/recirculation/pumping/dosing tanks, cleanouts, pumps, electrical, wastewater treatment, and drip field.� Work includes repair of asphalt roads, traffic control, compaction testing, and other work as indicated in the Drawings and specifications. The project project schedule of Items for the re-construction of wastewater system for Sugar Ridge Campground and construction of a new wastewater treatment facility and drip field and shall include all items shown and noted in specifications and drawings including:� Demolition of existing wastewater infrastructure in Sugar Ridge Campground. Traffic control as needed to close construction areas and during pipeline construction across Twin Ridge Drive. Completion of Stormwater Pollution Prevention Plan, plan should be for base and option item, and implementation or sediment and erosion control measures.� Installation of various concrete tanks for septic, pumping, dosing, recirculation, and settling. Installation of gravity and pressurized lines with cleanouts and sleeving as indicated. Work shall include installation of both the Sugar Ridge Campground Line and the Campground #1 line from the south side of the road crossing to the new wastewater treatment system.� If other option items are not awarded the line shall be capped on the south side of Twin Ridge Drive for future expansion. Installation of wastewater treatment system and drip field application area as well as placement of new topsoil over drip field. Installation of electrical system so all necessary wastewater system components are functioning. Mulching, fertilizing, and seeding disturbed project areas. Asphalt patching for trench lines where trenches cross paved surfaced. Location: The project is located in the Warm Springs and James River Ranger Districts of the George Washington and Jefferson National Forests, Bath County, Virginia.� From Covington, take 220 North to Highway 39 and turn left on Highway 39 to Highway 600 (Bolars Draft Road) and turn left on Highway 600.� Turn right on Twin Ridge Drive which leads to the project site Tentative Dates: � Issuance of the Invitation for Bid (IFB)�������� ����������� 06/08/2021. FUNDING NOTICE: this project is partially funded by the Great American Outdoors Act (GAOA). 52.232-18 Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
