- This is a pre-solicitation notice. This is not an Invitation for Bid (IFB). � This project is being solicited under AFFARS MP5332.7. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. � This synopsis is to notify potential offerors of an upcoming construction project for the conversion of Building 90228 from a mini-mall to and administrative facility for the 1st Special Operations Air Operations Squadron (1 SOAOS). The overall intent of the project is to convert the current building space into usable office space. The contractor will be required to provide all labor, equipment, materials, transportation, and supervision necessary to fulfill the requirement to include but not limited to demolition, construction of new walls, new doors, access control hardware, new secure and unsecure communication outlets, new power circuits and outlets, minimal ceiling work, minimal lighting, minimal HVAC, minimal fire suppression and minimal fire alarm. See attached specifications and drawings for additional information. � � A site visit will be held for this project. �This information will be provided on the IFB. � The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $39.5M. This contract will be awarded in accordance with FAR Part 14, Sealed Bidding and 36, Construction. Additionally, FAR Part 19, Small Business Programs, will be utilized as this acquisition is set-aside 100% for Women-Owned Small Businesses.� � Performance period is 147 calendar days after receipt of the Government's Notice to Proceed. The contract will be a single award, Firm-Fixed-Price type contract. In accordance with FAR part 36.204(e) the magnitude for this project is between $250,000 and $500,000. Bid bonds will be required with the proposal and will be considered in determining if the contractor is responsive. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for the IFB is projected to be on/about 7 June 2021, and the IFB will close on/around 30 calendar days after the IFB is released. �Bid opening date and time will be on/around the 30th calendar day after the IFB is released (Same day when all Bids are due).� � Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: https://beta.sam.gov. For information on how to register your company, to view or receive updates and notifications to the solicitation, please reference the ""About Contract Opportunities"" link on the beta.SAM.gov website home page. NO paper copies of the solicitation will be furnished and NO electronic submission of proposals are authorized for this requirement. � Part of the contractors' responsibility determination to be made includes having all prospective contractors having a current NIST SP 800-71 assessment in the Procurement Integrated Enterprise Environment (PIEE). A contractor search in the Supplier Performance Risk System will be made to verify each contractor's assessment has been completed and the security requirements are either fully met or identifies a work plan to implement the remaining security requirements. The IFB will be available by electronic transmission only at beta.SAM.gov. �All proposals shall be valid for 180 calendar days after the IFB has closed to considered responsive.
