DISCLAIMER THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. Introduction The Naval Air Systems Command (NAVAIR) in support of the Maritime, Patrol, and Reconnaissance Aircraft Program Office- PMA-290 is seeking sources as it intends to procure the transportation of three (3) P-8A Poseidon aircraft CFM International CFM56-7B27AE engines: one (1) for the Royal Australian Air Force (RAAF), one (1) for New Zealand (NZ), and (one 1) for Republic of Korea (ROK). This announcement constitutes a sources sought synopsis. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL.� It is a market research tool being used to determine potential and eligible businesses capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Proposal.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this Notice. Eligibility The Product Service Code (PSC) for this requirement is V112 and the NAICS code is 484230 Required Capabilities PMA-290 is soliciting information on industry's capacity to fulfill a requirement to provide transportation/shipping of three (3) CFM 56-7B27AE engines including FAA Form 8130-3 (Airworthiness Approval Tag) and Engine Records and Logbooks, shipment trailer, engine stand, and engine cover, from CFM�s (GE) facility located in Peebles, OH, to BDI (Boeing) in Everett, WA, in accordance with the Road Transportation Specifications attached to this Sources Sought. Each shipment is subject to the terms and conditions listed in 41 CFR 102-117 and 41 CFR 102-118. The Contractor shall transport two engines on or about November 2021, and one engine on or about July 2022.� The contractor shall arrange transportation and pick up the engine at CFM's (GE) facility within seven (7) days of the notification of availability. The Contractor shall obtain and maintain from not later than the date the contractor picks up each engine to at least 90 days after the completion of each shipment insurance against partial and total loss of each engine. Each engine has an estimated replacement cost of $14 million. The US Government will not insure this effort[MMCOoCA1]�[SSACUCP(2]�. Should the government solicit proposals, an acceptable proposal will include at a minimum, evidence of the contractor�s ability to obtain and maintain the required insurance. � A �Small business concern[MMCOoCA3]�[SSACUCP(4]�� means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement, under this NAICS code, is defined by the U.S Small Business Administration as a business, including its affiliates, averaging no more than $30 million in annual receipts.� Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years.� Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52.� Respondees are cautioned, however, that this is a general description only.� Additional standards and conditions apply.� Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards.� The FAR is available at www.acquisition.gov/far/. ��� Submission Details Interested persons (respondents) must submit an UNCLASSIFIED capability statement. Each capability statement shall include/address at a minimum: (1) Small/Large Business Status:� A company profile to include number of employees, annual revenue history, office location(s), DUNS Number, CAGE Code, and a statement regarding current small/large business status. Respondents to this notice must indicate whether they qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern.� If claiming small business status, provide an explanation of your company's ability to perform at least 50% of the work itself in terms of cost of performance. (2) Execution:� A description of the technical approach for commencing the effort at the estimated award date of September [MMCOoCA5]�[SSACUCP(6]�2021. (4) Experience:� A description of previous (awarded within last 3 years) or current relevant contracts. �(5) Facilities:� Availability and description of facilities and equipment that will be utilized to meet requirements. �(6) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the Capability Statement. Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information.� Responses to this Notice are not to exceed 20 pages in length on 8.5 x 11 inch paper with one-inch margins and font no smaller than 10 point Times New Roman.� The Government requests that respondents deliver responses electronically via e-mail in Microsoft Word or PDF format with proper data markings for unclassified and proprietary information not later than the Response Date indicated on this Notice.� Classified material SHALL NOT be submitted.� All submissions should include this Sources Sought Notice Reference Number, company name, company address, CAGE code, DUNS number, and a point-of-contact who is able to discuss the Capability Statement submitted.� Point-of-contact information should include name, position, phone number, and email address.� Responses that fail to comply with the above instructions or present ideas not pertinent to subject, may not be reviewed.� Information submitted in response to this Notice is submitted at no cost to the Government and will not be returned.� The Government is under no obligation to provide responses or comments to information received from interested persons, but may request additional information following review.� International Traffic in Arms Regulations (ITAR): If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. Responses to this Notice shall be sent via e-mail to the Government points of contact listed on this Notice.
