Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Battle Creek, MI. An Invitation for Bid will be issued on Contract Opportunities ( https://beta.sam.gov/ ) website on or about May 25, 2021 for construction project no. 506-CSI-114 entitled Site Prep Cardiology EP Labs at the Ann Arbor VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105-2303. This announcement is a 100% Set Aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all labor, tools, equipment, material, permits, labor, supervision, As-Built Documentation, and all other necessary information to accomplish the work in accordance with the contract documents, plans, drawings and specifications, a summary of which is provided below: This This project will reconfigure the space in Cardiology including but not limited to walls, floors, all utilities and support elements/systems as required to support the acquisition and installation of the new specified medical equipment required for the proper operation of our Cardiology EP labs. The Contractor shall coordinate with the specified Medical Equipment provider for the proper and complete installation and successful operation of the new medical equipment being provided by the VA under a separate contract. The Contractor shall include but not be limited to the following: New space for the area identified by the bid documents for installation of this new equipment and any required space changes two adjacent areas as required to support this new equipment. Changes to electric power in the area to support the new equipment and its ancillary systems site prep as required for interlocking controls between the new equipment, any ancillary systems, and any potential remote control rooms as required per the equipment manufacturer. Changes to the existing HVAC systems, meeting all applicable VA standards, as required to support modifications of the space and edition of this equipment. Changes to controls and control sequences for any existing facility or medical systems which are impacted by this project. Changes to medical gas systems. Changes to Fire Protection systems. Structural modifications. Contractor must provide for own storage of all construction materials. Project is required to support the installation of new replacement/modernized and upgraded high cost medical equipment. All materials must be ordered and on site before demolition begins. The contractor will receive a total of 120 days to complete the work. The North American Industry Classification Code (NAICS) for this procurement is 236220 - Commercial and Institutional Building Construction and size standard $39.5 Million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $500,000 and $1,000,000. The Government intends to award a Firm Fixed Price Contract within 180 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the Contract Opportunities website on or about May 25, 2021, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. Contract Opportunities is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at Contract Opportunities so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the Contract Opportunities website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments and should re-visit the Contract Opportunities website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the VetBiz Registry Information Pages if submitting as an SDVOSB OR VOSB concern prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable). No other information regarding scope, dates, etc. is available until issuance of the solicitation.
