- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�The solicitation number is 75N95021Q00162 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to BioTek Instruments, Inc. for a Cytation 5 Cell Imaging Reader. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (iii)�The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05, with effective date of March 10, 2021. (iv)�The associated NAICS code 334516 and the small business size standard 1,000 employees. This requirement has no set-aside restriction. (v)�This requirement is for the following: Part # CYT5AGV; Cytation 5 Cell Imaging Reader with fluorescence, brightfield and color brightfield imaging. Optimized for normalization workflows with Agilent Seahorse XF Analyzers.� Includes Gen5 Image+ Software, 4x objective, DAPI filter cube and 365 nm LED for DAPI. Other cubes, objectives and software upgrades sold separately; Qty 1 Part # 1220521; Isolation table, standard. For use with Cytation 'V' configurations; Qty 1 Part # AGCYNP; Agilent CYT Normalization Partnership; Qty 1 Part # GEN5IPLUS; Gen5 Image+ software offers complete imaging control for Lionheart Automated Microscopes and Cytation Cell Imaging Multi -Mode Readers. Gen5 Image+ includes image processing and analysis including z -projection, image stitching, hit picking and digital phase contrast. License for 2 installations; Qty 1 Part # NONIVD; Label Not For Human IVD Use; Qty 1 Part # SLSFAST1; FASTeam PhD-Level Scientific Consultation Plan: Includes 12 months of remote scientific consultation by BioTek s professional team of Field Applications Scientists.� Encompasses all aspects of experimental design including cell line and reagent recommendations, assay optimization, experimental troubleshooting, optimized data acquisition with Cytation or Lionheart Imaging Systems, High Content Analysis with Gen5 software and facilitation of collaborations with other BioTek users; Qty 1 Part # SLSIMG; For imaging systems, the field applications scientist (FAS) will install the instrument and train the users on the instrument and Gen5 software.� The FAS will help set up the protocol and imaging analysis to perform the primary imaging application; Qty 1 Part # SVCONFWU2; For instruments that do not come with a field warranty, customers may elect to upgrade their standard depot warranty to a field warranty. The upgrade fee covers warranty issues that may arise, and a field instrumentation specialist (FIS) will perform the required work onsite.� Coverage includes repair parts, travel and labor; Qty 1 All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (xiv)�The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv)�Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
