- Edwards AFB, CA intends to issue a sole source, firm-fixed price contract to VIASAT Inc. �6155 EL CAMINO REAL, Carlsbad, CA� 92009, to provide required supplies. The anticipated contract will be a commercial firm-fixed Price (FFP) contract. The required items are as follows: 2 Each MIC (Multi-Platform Integrated Controller)- MIDS-LVT(1)/MIDS JTRS control unit for both local and remote operation over IP via an easy to operate web interface. It can be operated with a 9-36 VDC input. A rugged AC power supply is provided to operate on standard US and International AC power. Provides access to the crypto fill interface via a standard Crypto FIll Connector. Specific control and monitoring of the terminal includes Terminal Power, Crypto Hold, LTTI, IFF Emergency, Fail Decode, Platform (IOIDENT) Configuration, 2 Each MAC (Multi-Platform Audio Component) - Works with MIDS-LVT (all platforms), MIDS JTRS and STT and other voice compatible terminals. It can be operated with a 9-36 VDC input. A rugged AC power supply is provided to operate on standard US and International AC power. The MAC offers dual channel audio interfaces. It features a custom 30 watt loud speaker system which has been ported and tuned to enhance the voice. Functions with most handsets. Can be located remotely from terminal via an extended interconnect cable. Requires a MIC for configuration and web interface control and monitoring. The MAC requires MIC or order a 1276365 MIDS-LVT(2)/(11) or 1277386 MIDS-LVT(1)/MIDS JTRS. 2 Each MIDS Power unit - A 1U rack-mountable configuration of the 280 VDC differential (�140VDC) power supplies used in the MIDS Power Unit. 2 Each MIDS JTRS Multi-Channel Fan Tray - A totally self-contained cooling and mounting device for one MIDS JTRS. Supports MIDS JTRS multi -channel function. 2 Each RPS-MT W112 C power, MIDS J and MIDS-LVT W12- A 40-inch cable connecting the MIDS JTRS RPS J2 to the MIDS JTRS Main Terminal J12. 2 Each RPS-MT W105 B power - A 40-inch cable connecting the MIDS JTRS RPS J4 to the MIDS JTRS Main Terminal J5. 2 Each HMI Control Bus Cable (J16) for MIDS JTRS - A 6-ft. cable connecting the MIDS JTRS Main Terminal J16 to an HMI device. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). This authority is supported by an approved limited source letter. The applicable NAICS code is 334220 and the size standard, as defined by the U.S. Small Business Administration, is 1,250 emoployees. This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.� THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition.� The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.� When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.� The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
