- Description
- The purpose of the Amendment 0001 is to provide Q&As and to change to closing date to June 14, 2021, 16:30 JST THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number HE125421Q4016 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and DFARS Publication 20161222. The Department of Defense/ Department of Defense Education Activity (DoDEA), intends to solicit and award a Firm Fixed Price Requirement Type Contract for Night Monitors for Pacific (Pac) East Misawa and Surrounding Areas, Japan. This solicitation is issued as the unrestricted; however, small businesses are encouraged to submit the quote. The North American Industrial Classification System (NAICS) code for this requirement is 56110 with a size standard of $8,000.000/ All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 HE125421Q4016 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and the provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quotes: Technical, Past Performance, and Price. The order of importance of these factors is: Technical, Past Performance and Price. When combined Technical and Past Performance are significantly more important than price. The government is using Simplified Acquisition Procedures for this procurement. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. All other additional contract requirement for this acquisition can be found in the attached SF 1449. Offerors shall also include properly marked/answered copy of the provision at FAR 52.204-24 and 52.204-26 Any/all questions on this RFQ shall be sent to Mr. Kei Yamanoha at Kei.Yamanoha@dodea.edu and to Ms. Thatsanee Schwarzmann at Thatsanee.Schwarzmann@dodea.edu no later than, 1:00 p.m. JST; on 21 May 2021.
