- This pre-solicitation notice is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 5.3. The purpose of this pre-solicitation notice is to inform prospective offerors of the Government's intent to issue forthcoming Request For Proposal (RFP)�Number W15QKN-21-R-0076�for Satellite Maintenance�Center Support Services on behalf of Project Manager-Tactical Network, Product Manager Satellite Communications (PdM SATCOM). This is NOT a request for proposals and no offers will be accepted at this time. Instructions to offerors will be issued along with the Government's formal request for proposal which will contain proposal submittal instructions and criteria. IAW FAR 5.207, the following information is being provided: Reference Number: W15QKN-21-R-0076 Contracting Office Address: Army Contracting Command - New Jersey, 5418 South Scott Plaza JBMDL, 08640 Product Service Code: R425 NAICS: 541330 Set Aside Status: IAW FAR 19.804-2 and the Partnership Agreement between the Small Business Administration (SBA), this effort will be set aside 100% for 8(a) concerns. Description: The Satellite Communications (SATCOM) Maintenance Center (SMC) located on Aberdeen Proving Ground, MD, is a 24/7 facility that provides tracking for all assets, operational or spared, worldwide as well as logistical warehouse support for multiple programs. The SMC was established in response to a growing need for more information about failures and tracking of trouble tickets associated to outages, repairs, and maintenance to include, but not limited to, Deployable Ku Earth Terminal (DKET), Secure Internet Protocol Router and Non-classified Internet Protocol Router (SIPR/NIPR) Access Point (SNAP), Micro Very Small Aperture Terminal (VSAT), Ground to Air Transmit and Receive (GATR), United States Marine Corps (USMC) Very Small Aperture Terminal System (VSATs), Transportable Tactical Command Communications (T2C2),and Inflatable SATCOM Antenna. The SMC allows for data share amongst programs to identify mean time between failures (MTBF), repair or replacement costs, shipping, configuration management, Item Unique Identification (IUID) implementation and tracking, trend and fault analysis. Product Manager Satellite Communications and Project Manager Tactical Network requires on-going shipping, receiving, warehouse, and storage services located at Aberdeen Proving Ground, Maryland (APG, MD). The primary purpose is to support PdM SATCOM programs and customers to include but not limited to the SATCOM Maintenance Center (SMC). Primary place of performance will be APG MD, with requirements for the contractor to travel outside continental United States (OCONUS) to locations such as Afghanistan, Australia, Bahrain, Djibouti, Germany, Guam, Iraq, Japan, Jordan, Korea, Kuwait, and Qatar. Contractor requirements will include a requirement to obtain an Afghan Business License and an active German License, Gesellschat mit beschrankter Hafung (GMBH). A performance work statement (PWS) detailing the Government's requirement will be issued with the formal RFP.
