Description
The USPFO for Minnesota is issuing this solicitation to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the Repair Fire Suppression B220 at the ANG 148th FW, Duluth Air Force Base, Minnesota. Description of Proposed Construction: Design and provide a new automatic low-level high-expansion foam fire extinguishing system, including optical flame detection, control, and releasing system, as indicated on the drawings and in accordance with applicable codes and standards. The system(s) shall provide a uniform distribution of high-expansion foam solution for complete coverage over the protected area as indicated on drawings. The system(s) shall be balanced to operate both independently and with simultaneous operation of the overhead sprinkler system specified in Section 21 13 13.00 10 WET PIPE SPRINKLER SYSTEM. The electronic detection, control, and release system shall include wiring, raceways and other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described. The design, equipment, materials, installation, and workmanship shall comply with the NFPA 11, NFPA 13, NFPA 70, and NFPA 72, except as modified herein. Each system shall include all materials, accessories and equipment necessary so that it is complete and ready for use. Design and install each system to give full consideration to blind spaces, piping, electrical equipment, ductwork, and all other construction and equipment to provide complete coverage in accordance with the drawings to be submitted. Devices and equipment shall be listed by a Nationally Recognized Testing Laboratory unless otherwise specified. In the publications referred to herein, reference to the ""authority having jurisdiction"" shall be Air Force Civil Engineer Center Operations Directorate (AFCEC/CO)cross-mains less than a nominal 2-1/2 in (64 mm). Labels are not required on piping routed below the floor line in trenches or pits. At a minimum, the following labels are required. Begin work at the point indicated. Furnish piping offsets, fittings, and any other accessories as required to provide a complete installation and to eliminate interference with other construction. Design any portions of the system that are not indicated on the drawings, including locating and sizing piping and equipment when this information is not indicated on the drawings or is not specified herein. The design of the system shall be based on hydraulic calculations, and the other provisions specified herein. The Contractor is responsible for the installation, testing, and acceptance testing of the High-Expansion Foam systems as required by this specification section and the plans. The contractor is also responsible for portions of the design per this specification section and the plans. The Magnitude of this project is between $1,000,000.00 and $5,000,000.00. Construction/contract completion time is 540 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39.5 million. This action is being procured on and Small Business Set-aside basis. The pre-proposal conference is 21 April 2021, 10:00AM local time at the 148th FW Duluth ANG Base, Minnesota. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 4 May 2021 via email (preferred) to drue.l.glaze.mil@mail.mil. The solicitation closing date is scheduled for 11 May 2021 at 11:00 AM CST. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Best Value Past Performance and Price.
